-2- Section 1. Findings and objectives. The city council of the City of San Marcos, rrexas, hereby makes the following findings: . . . (b) Development activities within the City of San Marcos and within its extraterritorial jurisdiction can result in irreparable damage to the quality of water in the San Marcos River and Edwards Aquifer. SECTION 3. That Section l(c) of Appendix F, Interim Drainage and Erosion Control Ordinance, of the Code of Ordinances of the City of San Marcos, Texas be amended to read as follows: Section 1. Findings and objectives. The city council of the City of San Marcos, Texas, hereby makes the following findings: . . . (c) Development activities within the City of San Marcos and within its extraterritorial jurisdiction damage the Balcones Escarpment and portions of the Texas Hill Country through increased erosion, uncontrolled drainage, unregulated vegetation removal and overuse of impervious cover. SECTION 4. That Section l(d) of Appendix F, Interim Drainage and Erosion Control Ordinance, of the Code of Ordinances of the City of San Marcos, Texas be amended to read as follows: Section 1. Findings and objectives. The city council of the City of San Marcos, Texas, hereby makes the following findings: . . . (d) The San Marcos River, portions of the Blanco River, and the Edwards Aquifer must be protected in order to preserve the health, safety and welfare of the citizens of San Marcos and its environs.
