(e) The continued economic growth of San Marcos and the surrounding area is encouraged by a pleasing natural environment, quality supplies of water and recreational opportunities in close proximity to San Marcos. SECTION 6. That Section 1 (f) of Appendix F, Interim Drainage and Erosion Control Ordinance, of the Code of Ordinances of the City of San Marcos, Texas be amended to read as follows: Section 1. Findings and objectives. The city council of the City of San Marcos, Texas, hereby makes the following findings: . . . ( f) The city council of the City of San Marcos desires to adopt site development rules and regulations for development within said city and within its extraterritorial jurisdiction for the purpose of protecting the San Marcos River, portions of the Blanco River, and the Edwards Aquifer from the effects of water quality deterioration due to pollution resulting from generalized discharges of waste which are not traceable to a specific source, such as storm sewer discharges and urban runoff from rainwater. sEcrrloN 7. That Section 2(a) of Appendix F, Interim Drainage and Erosion Control Ordinance, of the Code of Ordinances of the City of San Marcos, Texas be amended to read as follows: Section 2. Application of chapter. . . . (a) This chapter sets out special requirements for the development of land located on hillsides or in areas having erodible soils within the corporate limits of the City of San Marcos and within its extraterritorial jurisdiction, as identified by topographic and soils analyses submitted with the application for a site development permit, or by information on file at the City of San Marcos. SECTION 8. That Section 2(b) of Appendix F, Interim Drainage and Erosion Control Ordinance, of the Code of Ordinances of the City of San Marcos, Texas be amended to read as follows:
