(b) All land within the city limits of the city of San Marcos, Texas and within its extraterritorial jurisdiction that is to be developed or further developed shall comply with the requirements of this ordinance. SECTION 9. That Section 2(c) of Appendix F, Interim Drainage and Erosion Control Ordinance, of the Code of Ordinances of the City of San Marcos, Texas be amended to read as follows: Section 2. Application of chapter. . .. (c) No new development or construction of new structures shall be undertaken until ten (10) days after a site development permit has been obtained from the City Engineer or his designated representative, for the City of San Marcos, Texas. Existing structures may be replaced and/or enlarged up to a maximum amount equal to fifty (50) per cent of the ground floor area of the existing structure before having to comply with the provisions of this ordinance. SECTION 10. That Section 2(e) of Appendix F, Interim Drainage and Erosion Control Ordinance, of the Code of Ordinances of the City of San Marcos, Texas be amended to read as follows: Section 2. Application of chapter. . . . (E) No building permit shall be issued prior to approval of a site development plan and issuance of a site development permit for the subject property. SECTION 11. That Section 3(a) of Appendix F; Interim Drainage and Erosion Control Ordinance, of the Code of Ordinances of the City of San Marcos, Texas be amended to read as follows: Section 3. Application for site development permit. (a) Any person desiring a site development permit shall submit an application to the City Engineer or his designated representative, on a form provided by the City Engineer. The application shall be accompanied by a site development plan.
