Budget developments are in the City budget, yearly plans and E.r1.A. payroll quarterly reports. 3. Training of coordinator and staff 1S done through schools and exercises. 4. The hazard analysis 1S completed and for- warded to the Texas Department of Public Safety and Regional Office along with our current capabilities. 5. Private sector people are trained through exercises and training. 6. Emergency plans are reviewed by David Bynum. FUNCTION "B" Emergency operation planning is the responsibility of the coordinator, reviewed by disaster services and Region 6, adopted by the City Council and put into operation by the coordinator and disaster staff. FUNCTION "c" The coordinator has evaluated needs and resources; for example, contacted school systems for school buses when transportation 1S needed. Mr. John Fossler 'is responsible for providing buses and drivers. This 1S coordinated with San Marcos Consolidated Independent School District. Delbert Chance 1S head of the Texas Highway Department in this area and will provide trucks and heavy equipment during a disaster. Southwest Texas State University will provide shelter and housing at the university in case of disaster-- Reed Carr 1n charge. Red Cross would ~lso be called in. We have a local chapter with the Assistant Coordinator as Chairman, Mr. 1""1.. D. Carroll. FU~lCTION "0" Elements: 1, 2, 3, 4, 5 1. State facilities will be utilized. 2. National Guard will be called if needed and has been called in the past. 3. Texas State Guard can be utilized. lJe have had an exercise with them. 4. Department of Public Safety, the disaster Center and Col. Adams will be made avlare of any disaster of consequence by the Mayor, r>1ayor Pro-Tem, City 11anager and Coordinator.
