<br />Mayor Craddock introduced for consideration approval of the City
<br />Manager's appointment of Robert T. Herrerra as Assistant City Man-
<br />ager. Mr. Coddington moved for approval and Mr. Guerra seconded
<br />the motion, which passed unanimously.
<br />
<br />Mayor Craddock introduced a public hearing and approval of an Ordin-
<br />ance on first reading, the caption which was read as follows:
<br />
<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN
<br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE
<br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE
<br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13,
<br />1984 (VOL. 66) BY CHANGING THE ZONING OF LOTS lA AND
<br />IB, BLOCK 3, D. S. COMBS ADDITION, BEING A PORTION
<br />OF THE ORIGINAL FARM LOT 13, SAN MARCOS, HAYS COUNTY,
<br />TEXAS, AS SHOWN ON THE PLAT OF LOTS IA AND IB, BLOCK
<br />3, D. S. COMBS ADDITION BEING A PORTION OF THE ORIGIN-
<br />AL FARM LOT 13, SAN MARCOS, HAYS COUNTY, TEXAS RECORDED

<br />PLEX AND NEIGHBORHOOD BUSINESSES DISTRICT) TO "DP-2"
<br />(DUPLEX DISTRICT) AND DECLARING AN EFFECTIVE DATE.

<br />Mayor Craddock opened the public hearing and asked if anyone wished
<br />to speak in favor of the zoning change. Katherine Hardeman, owner
<br />of the property, advised the Council she would like the Council to
<br />consider adoption of the Zoning Ordinance on emergency, as she wanted
<br />to be able to build a duplex for her sister who is now living in a
<br />nursing home. No one else wished to speak in favor or in opposition
<br />to the zoning change, so Mayor Craddock closed the public hearing.
<br />Mr. Brown moved the Ordinance be adopted on emergency and Mr. Guerra
<br />seconded the motion. On roll call the following vote was recorded:
<br />
<br />AYE: Brown, Coddington, Farr, Craddock, Guerra, Kissler.
<br />
<br />NAY: None.
<br />
<br />ABSTAIN: Moore.

<br />Mayor Craddock opened the public hearing and asked if anyone wished
<br />to speak in favor of the zoning request. Ken Kraus stated he was
<br />representing the owner of the property, Joe Dobie, and that Mr. Dobie
<br />was granting an easement that would be given in the platting stage,
<br />and that the survey was being prepared now. Mr. Moore asked Mr.
<br />Robbins how the density had been determined that MF-4 was needed
<br />rather than MH. Mr. Robbins said he did not know if there was
