<br /> ordinance may impose any or all of the following <br /> restrictions or conditions on the use of water from <br /> the City's distribution system as the circumstances <br /> may require: <br /> (1) Involuntary water use reduction measures such <br /> as rationing and pressure reduction are <br /> authorized to be implemented. <br /> (2) All non-essential water uses or uses not <br /> necessary to maintain the public health, <br /> safety and welfare are prohibited. <br /> Non-essential water uses include the watering <br /> of grass, trees and plants (except when Stage <br /> 3 restrictions specifically remain <br /> applicable), the washing (commercial and non- <br /> commercial) of automobiles, trucks, trailers, <br /> boats, airplanes and other mobile equipment, <br /> the watering of golf courses, except greens <br /> between the hours of 6:00 A.M. to 10:00 A.M., <br /> the non-fire fighting uses of water from fire <br /> hydrants and lines, and the use of <br /> non-essential fountains as defined by <br /> ordinance when Stage 4 of Plan is in effect. <br />Sec. 30-11. Penalty for Stage 3 violations. <br /> A person who knowingly or intentionally violates the <br /> provisions of Section 30-10(a) of this Code and the <br /> ordinances and orders promulgated thereunder when Stage 3 <br /> of the San Marcos Water Conservation Plan is in effect, <br /> shall be deemed guilty of a misdemeanor offense and upon <br /> conviction be punished by a fine of not less than fifty <br /> dollars ($50.00) nor more than two hundred dollars <br /> ($200.00). Each day's violation shall constitute a <br /> separate offense. Compliance may also be sought through <br /> injunctive relief in the District Court. <br />Sec. 30-12. Penalty for Stage 4 violations. <br /> A person who knowingly or intentionally violates the <br />provisions of Section 30-10(b) of this Code and the <br />ordinances and orders promulgated thereunder when Stage 4 <br />of the San Marcos Water Conservation Plan is in effect, <br />shall be deemed guilty of a misdemeanor offense and upon <br />conviction be punished by a fine of not less than Fifty <br />Dollars ($50.00) nor more than five hundred dollars <br />($500.00). Each day's violation shall constitute a separate <br />offense. Compliance may also be sought through injunctive <br />relief in the District Court. <br />SECTION 5.
