<br />become effective immediately upon such publication. <br />The order may impose any or all of the following <br />restrictions on the use of water from the City's <br />distribution system as the circumstances may <br />require: <br />(1) Grass, trees or plants may be watered only <br /> between the hours of 7:00 P.M. to 10:00 A.M. <br /> and only with a hand held hose equipped with <br /> a positive shut off nozzle. Automatic <br /> sprinkler systems may be used only between <br /> the hours of 6:00 A.M. and 10:00 A.M. <br />(2) Non-commercial washing of automobiles, <br /> trucks, trailers, boats, airplanes and other <br /> mobile equipment may be done only with a hand <br /> held hose equipped with a positive shut off <br /> mozzle or with a hand held bucket. <br />(3) Commercial washing of automobiles, trucks, <br /> trailers, boats, airplanes and other <br /> equipment shall be limited to the immediate <br /> premises of a commercial washing facility and <br /> to the hours between 12:00 P.M. (Noon) and <br /> 6:00 P.M. <br />(4) Restaurants are prohibited from serving water <br /> to customers except when specifically <br /> requested by the customer. <br />(5) Commercial nurseries, commercial sod farms <br /> and other similar establishments may water <br /> only between the hours of 6:00 A.M. to 10:00 <br /> A.M. and with a hand held hose, hand held <br /> bucket or drip irrigation system. <br />(6) The planting of new lawns is prohibited. <br />(7) Industrial customers are required to <br /> implement individual water conservation <br /> plans. <br />(8) Golf course watering of tees and greens shall <br /> be limited to the hours between 7:00 P.M. <br /> and 10:00 A.M. <br />(9) The use of non-recirculating fountains shall <br /> be prohibited at all times and recirculating <br /> fountains shall be prohibited between the <br /> hours of 12:00 P.M. (Noon) and 6:00 P.M. <br />(10) The wasting of water is prohibited. Waste <br /> for purposes of this section shall be defined <br /> as: <br /> (i) allowing water to run off to a gutter, <br /> di tch or drain <br /> (ii) failure to repair a controllable leak <br /> (iii) washing sidewalks, driveways, parking <br /> areas, tennis courts, patios or other <br /> paved areas, except to alleviate <br /> immediate fire hazards or to maintain <br /> the public health, safety and welfare. <br />(b) The City Council may by ordinance and for the health, <br />safety and welfare of the general public, implement <br />Stage 4 (Mandatory Conservation) of the San Marcos <br />Water Conservation Plan after Stage 3 of the plan has <br />been in effect and upon recommendation of the City <br />Manage r. Said ordinance shall become effective upon <br />publication of a minimum of one (1) time in a daily <br />newspaper of general circulation.
