<br /> PART IV <br /> PROGRAM NARRATIVE <br /> I. OBJECTIVES <br /> Based upon our understanding of needs and goals of the City of <br /> San ~1arcos, and the requirements of the various Federal, State and <br /> local agencies involved in the development of airport facilities, four <br /> specific objectives are to be achieved: <br /> A. Validation of the extent, type and nature of development <br /> required to satisfy future aviation demand at San Marcos. <br /> B. Preparation of an Airport Master Plan update for appropriate <br /> facilities. <br /> C. Integration of aviation planning into local, regional and <br /> state cpmprehensive planning, and to establish basic land <br /> use guidance for on and off airport development. <br /> D. Production of the documents in accordance with FAA Advisory <br /> Circulars 150/5070-6, Airport Master Plans, and 150/5900-1B, <br /> Planning Grant Program as appropriate. <br /> II. RESULTS OR BENEFITS EXPECTED <br /> In August of 1981, the City of San Marcos completed the first <br /> Airport Master Plan ever developed for San Marcos Municipal Airport. <br /> At that time, a total number of aircraft based at the airport was <br /> approximately 21; the demand for aviation facilities in the community <br /> was nominal and had been formerly handled by Lowman Field, located on <br /> IH-35 to the south of the City. The Master Plan addressed future <br /> airport development issues and provided forecasts of aviation activity <br /> that were based upon traditional airport usage in the area, as well as <br /> specific historical trends at Lowman Field. Lowman Field is no longer <br /> suitable for safe public use. <br /> However, things have dramatically changed at Municipal airport <br /> and its utilization is expanding rapidly. As ILS was installed and <br /> became operational in the Spring of 1983; since that time, traffic has <br /> increased at a surprising rate, and total based aircraft now exceeds <br /> 100. This growth is solid evidence that the airport1s role in the <br /> future will continue tp expand, both as an air service asset for the <br /> City and a reliever for the San Antonio/Austin corridor. <br /> It is now evident that the land area requirements that were <br /> forecast for the early 1990ls will now become necessary in the very <br /> near future.
