<br />MBE Program <br />Page 9 <br /> <br /> <br />In the event of a discrepancy in the information, the firm's owner <br />or representative will be invited to discuss the matter. In the event <br />the decision is made not to certify the company, the owner or repre- <br />sentative shall be advised of the fact that Section 23.55 of 49 CFR <br />Part 23 contains the details of the appeals process for denials of <br />certification as an MBE. A copy of that paragraph shall be furnished <br />to any firm being denied certification. <br /> <br />The above procedures may seem strict or even laborious to some, but <br />the City feels a company must be a bonafide minority or women owned <br />and controlled firm to be listed in our Directory. We believe this is <br />necessary for our own protection as well as to achieve the intent of <br />the MBE Program. <br /> <br />LEASING GOALS <br /> <br />The goals committee (see GOALS) shall be responsible for setting leasing <br />goals at the Airport. The committee shall meet annually. In determining <br />the goal for the upcoming year the committee shall take into considera- <br />tion the following factors: <br /> <br />1. Current leases, <br /> <br />2. The availability of women and minority owned businesses <br />in the business area that are transportation related or <br />or could provide services or supplies to the airport, <br />airport businesses or public using the airport, and <br /> <br />3. Past leasing experience. <br /> <br />The initial review period will be for approximately one (1) year. On or <br />before September 1, 1985, and annually thereafter, the committee shall <br />present to the City Council a written revièw of the Airport's performance <br />in regards to MBE leases, comparing the actual MBE leasing percentage <br />to that of the goal, and projected versus actual participation. In the <br />event that the projected level of participation by MBE's is not met <br />during the goal period, the committee must demonstrate to the City Council <br />that a reasonable effort was made to attempt to meet the MBE goals. New <br />goals shall be drawn up annually, and shall be presented in writing to the <br />City Council for review and P.A.A. approval. <br />
