<br /> MBE Program <br /> Page 8 <br /> MBE CERTIFICATION PROCEDURES <br /> The San Marcos Airport shall establish and maintain an up-to-date MBE <br /> directory of firms capable of performing various aspects of airport <br /> projects. The directory shall include only those firms which it can <br /> certify as owned and controlled by minorities and women. The Airport <br /> accepts as certified those firms which are identified by the Small <br /> Business Administration (SEA) as 8 (a) firms. Firms which have been <br /> previously certified by other governmental agencies are also acceptable, <br /> provided the certification has been made within one (1) year. Firms <br /> that desire certification which do not meet the above-mentioned certifi- <br /> cation criteria will be required to submit the DOT-schedule A in its <br /> entirety to the City before they can be certified and listed. <br /> In the case of joint ventures, if all firms participating in the joint <br /> venture are minority owned and have been previously certified, the joint <br /> venture will be listed as such. If they do not meet that criteria, <br /> the MBE member must complete Schedule A and the joint venture must <br /> complete Schedule B prior to certification. <br /> The act of simply filling out the schedules A and/or B does not mean <br /> automatic certification at the San Marcos Municipal Airport. A review <br /> shall be conducted on all items on the application with particular <br /> emphasis placed on the following items: <br /> Item 4: The legal structure of the firm sets the tone and depth <br /> of the analysis of the remainder of the information on the <br /> schedule. (For example, a sole proprietorship will be sub- <br /> jected to a less strenuous review than a joint venture or <br /> corporation) <br /> Item 6: The period of time the firm has been established <br /> Item 7: Ownership <br /> Item 8: Control of firm <br /> Item 9: Individual's qualifications and years with the firm <br /> Item 10: Ownership options <br /> Item 11: Business relationships <br /> Item 12: Dollar volume of firm <br /> Item 14: Authorized to do business <br /> Item 15: Previous MBE certification <br /> The rules and procedures of Section 23.53 of 49 CFR Part 23 govern the <br /> Airport's certification process. In the event that nothing in the infor- <br /> mation given in the Schedule leads to a question of the possibility of <br /> contrivance, the firm shall be certified and listed in the Directory. <br />
