<br /> APPENDIX A <br /> MANAGEMENT REVIEW WORK PLAN <br /> CITY OF SAN MARCOS, TEXAS <br /> Background <br /> On July 12, 1984, Mr. Gary S. Thompson of LWFW, Inc. Group made a presentation to the <br /> City Council of the City of San Marcos, Texas. The presentation outlined L WFW's <br /> qualifications to conduct a management review of the City of San Marcos and presented a <br /> suggested approach for conducting the review. L WFW was subsequently selected to <br /> conduct the management review and this workplan represents a formalization of the study <br /> approach outlined at the July 12, 1984 meeting. <br /> Scope and Objective and Product of the Review <br /> The scope of the management review will include the following activities and departments <br /> reporting directly or indirectly to the City Manager and/or the City Council as illustrated <br /> on the city organization chart; Police, Fire, Public Works, Engineering and Environment, <br /> Finance, Planning, Data Processing, Administration and Public Service, City Secretary <br /> and City Attorney. <br /> The objective of the review is to provide the City Manager and City Council an <br /> independent assessment of these functional areas with respect to some or all of the <br /> following considerations: <br /> .. Level of Service Provided <br /> .. Utilization of Personnel and Staffing Requirements <br /> . Appropriateness of Organization Structure <br /> . Effectiveness of Management Processes and Procedures <br /> . Adequacy of Equipment and Facilities <br /> . Opportunity for Productivity Improvement <br /> . Impact of Growth on Resource Requirements <br /> Additional areas of assessment may be added based on subsequent interviews with City <br /> Management and City Council members. <br /> -A1- <br />
