<br /> The major product of the management review will be a management improvement plan. <br /> This plan will be based on the findings of the review and include specific recommendations <br /> for improving the efficiency, effectiveness and service levels of the City organization <br /> where opportunities for improvement are found to exist. This management improvement <br /> plan will consist of immediate, short range and long range action items and include a <br /> recommended approach for managing the implementation of the recommendations. <br /> Study Plan and Tasks <br /> The following tasks describe the planned activities of the consultant study team in the <br /> sequence the management review will be conducted. <br /> Task 1 -- Interview City Council Members <br /> Interviews will be conducted with each City Council member to confirm the specific study <br /> objectives and discuss areas which, In their individual judgement, require special <br /> emphasis. The consolidated findings of these interviews will be distributed to the City <br /> Council following the interviews and the study objectives and approach refined <br /> accordingly. <br /> Task 2 -- Conduct Interviews with Selected Management and Supervisory Personnel <br /> Structured interviews will be conducted with management and supervisory personnel <br /> representing each of the major functional areas in the organization. This will be a top- <br /> down process beginning with the director level and proceeding to the supervisory level. <br /> The purpose of these interviews is to develop an understanding of the status of each area <br /> of the City with respect to the objectives of the study. The results of these interviews <br /> will be used to define the need for and degree of special analysis required to address the <br /> study objectives. <br /> Task 3 -- Analysis/Fact Finding <br /> This task will include specific activities such as field observations, records research and <br /> special data collection/analysis. The activities will be defined in the previous task and <br /> are necessary to fully evaluate the current status of each area studied. <br /> -A2- <br />
