<br /> 29 <br /> September 1 4, 1984 <br /> Letter of Invitation, Understanding, <br /> and Agreement for Reservation of <br /> Wastewater Package Plan~Qpaci.t..y <br /> <br /> The City of San Marcos has been working with you and other developers <br /> to provide interim wastewater capacity while the new sewerage treatment <br /> plant is being constructed. This interim eapacity will be provided by <br /> constructing several .5 million gallon package plants. This letter <br /> will outline the process by which you may apply for this interim <br /> capacity. It will be important that you follow the instructions <br /> carefully. First, to bring you up to date with the status of the <br /> permanent plant. Bids for the plant have been received and are <br /> competitive. We expect the award of this contract by September 24, <br /> 1984. We estimate construction to begin by November 1, 1984, <br /> completion of the first phase by November 1985, and completion of the <br /> total project by July 1986. <br /> Bids on the equipment for the package plants have been received and <br /> based on these bids, engineering costs to date, and estimated <br /> installation costs, we are expecting the price of the package plants to <br /> average $ .00 per plant or $500 per living unit equivalent (LUE). <br /> The award of these package plant contracts will be made when the City <br /> receives letters of credit from prospective developers for the cost of <br /> the improvements. The package plant capacity will be offered to four <br /> groups of developers in the following order: <br /> GROUP I <br /> Those developers who had submitted applications for building <br /> permits before April 16, 1984. Applications for site development <br /> permits p r i'o r to that date will count as satisfying this <br /> requirement. Whether your permit was rejected or approved will <br /> not matter. <br />
