<br /> ATTACHMENT 1 <br />Implementing The Land Use Element Of The Master Plan <br />1. Three Ways to Implement <br />There are generally three ways that the Land Use Element of the Master <br />Plan may be implemented. All three flow from analysis and <br />interpretation of the Goals, Objectives, and particularly the Policies <br />of the Land Use Element and other related Master Plan Goals, Objectives <br />and Policies. The three ways are as follows: <br /> a. Completing the actions listed in the "green sheets" of the <br /> Land Use Element. <br /> b. Conducting continuous data gathering and analysis and <br /> assessment of community values, needs, and priorities, as <br /> they relate to land use, in order to appropriately undertake <br /> planning projects, begin new programs, and make regulatory <br /> process and standard changes as necessary. This may be <br /> described as continuous planning. <br /> c. Using Master Plan Policies and the Future Land Use Plan (map) <br /> in the day-to-day land use decision making process by <br /> planners, development interests, city staff, citizens, and <br /> public decision makers. From a public decision making <br /> perspective, all land use decisions should be made in <br /> accordance with the Land Use Element of the Master Plan. <br /> IV-41 <br />
