<br /> Special Condition <br /> PROPERTY MANAGEMENT STANDARDS <br /> 1. Criminal Ju~tice Division grantees shall use their own property <br /> management procedures and standards. Property management systems <br /> shall include the provision of OMB Circular A-IO2, Attachment N, <br /> Property Management Standards. Grantees shall comply with all <br /> applicable state and local laws and regulations. <br /> 2. Property management systems should cover the acquisition, use, <br /> disposition and replacement of all equipment. <br /> A. Acquisition -- Grantees are required to be prudent in the <br /> acquisitlon of equipment. Careful screening should take place <br /> to insure that proposed equipment is necessary and that the <br /> need cannot be met with equipment already in the possession of <br /> the grantee. <br /> (1) Grantees should be aware that the cost associated with the <br /> acquisition of equipment may be disallowed if a <br /> determination is made that the equipment purchased was <br /> unnecessary for the successful execution of the grant <br /> project. <br /> (2) Grantees should maintain property records on equipment <br /> purchased in whole or in part with CJD funds. These <br /> property records are to be made a part of the official <br /> grant records and must be available for review by <br /> authorized personnel. <br /> (3) Grant records should contain copies of the purchase order <br /> and invoice. <br /> B. Use -- During the time that equipment purchased with CJD funds <br /> ~used for the project purpose, the following minimum property <br /> management standards must be met. <br /> (1) Property records shall be maintained accurately and an <br /> inventory listing should include: <br /> a. a description of the property <br /> b. manufacturer's serial number, model number or <br /> identification number <br /> c. acquisition date <br /> d. location and condition of the property <br /> e. total acquisition cost <br /> 1.
