Memo to A. C. Gonzalez
Page 2
November 14, 1984
4. Cost Data (maintenance):
Establish a system similar to that used by the Texas
Department of Highways and Public Transportation, copy
attached and marked as Attachment No. 2, for
determining maintenance costs.
The priorities for maintenance and reconstruction are
established by the point system used in the street inventory.
However, other factors such as those mentioned in steps 2 and 3
could alter the priorities to some degree. There does not seem
to be a good method for establishing a point system for these
factors.
If this is the direction that the City would like to take then
I will proceed to gather additional ~formation and prepare a more
comprehensive report if it is desire m This would be time
conslli~ing and would not address the i diate needs and/or
priorities. \
To provide for these needs and/or priorities it is suggested
that we proceed with a street inventory survey as suggested in
step 1 of the pavement management system. The starting point for
such a survey would be the 128 streets listed as Class II streets
in the current inventory. The survey for these streets would take
3-4 months or possibly longer to complete if we are unable to fill
the vacancies in the Public Works Inspection Department. However,
if the vacancies are filled we do have an individual who, due to
surgery, is assigned to light duty, would devote full time to the
survey and reduce the time frame to 1-2 months.
Priorities would be established utilizing a point system with
the following forms:
a) Attachment No. 3 - Data Summary Form
b) Atté1chment No. 4 - Inventory Data Form A
c) Attachment No. 5 - Scoring Key A
d) Attachment No. 6 - City Summary Sheet
