Boeker, Director of Public Works <br />"'18JECT: Street Maintenance/Reconstruction <br />~ATE: November 14, 1984 RE: <br />Public Works has been searching for a method/process by which street <br />maintenance and/or reconstruction priorities could be established in an <br />objective manner and would assist in the budget process. It appears that <br />a pavement management system (PMS) such as that described in the attached <br />article, marked Attachment No. 1, would meet those needs. However, <br />to implement such a system would take a commitment from City Staff and <br />City C6uncil that this is the direction the City should take. To fully <br />implement a system of this nature would require the following steps: <br /> 1. Street Inventory: <br /> Established street categories such as (a) no maintenance <br /> required (b) maintenance required and (c) reconstruction <br /> utilizing a point system, where 0-10 points require no <br /> maintenanc~, 11-49 points require maintenance and 50 + <br /> points indicate reconstruction. <br /> 2. Testing/Traffic Volume: <br /> Take core samples of predetermined streets, such as those <br /> falling in the 30-49 point range to determine structural <br /> adequacy. Initiate traffic counts to determine volume <br /> of traffic which relates to street design. <br /> 3. Review Street Inventory: <br /> Based on the information ge~erated in steps 1. and 2 plus <br /> other factors such as R.O.W. needs, utility improvements <br /> and accident reports a committee made up of the <br /> Director of Engineering and Environment, Director of <br /> Planning, Director of Public Works and Street Superintendent <br /> could redesignate a street. <br /> 4- <br /> -1- <br /> II <br /> j <br />CSM-100 <br />
