<br /> -2- <br /> a. A Market Study prepared in conformance with State <br /> standards. <br /> b. A Preliminary Engineering Report, containing the items <br /> required by the rules of the Texas Departrœnt of Water <br /> Resources, and in particular, a description of the area, <br /> land use plan, existing and projected populations, <br /> tentative cost estimates of the proposed improvements, <br /> projected tax r-ate and water and sewer r-ates, investiga- <br /> tion and evaluation of the availability of comparable <br /> service from other systems and bond issue <br /> r-equirerœnts. <br /> c. Environmental maps of the distr-ict at a scale of one (1) <br /> inch to five hundred (500) feet. These shall include: <br /> 1) Contour intervals of 10' or less, <br /> 2) Delineation of all areas sloping 1% or less; 1% to 15%; <br /> 15% to 25%; 25% or more. <br /> 3) All aquifer recharge structures to include caves, <br /> sinkholes, cracks, faucets or fissures at the sur-face; <br /> water cour-ses or drainage ways which have recharge <br /> structures within them. <br /> 4) 100 year flood plain and floodway. <br /> 5) Any trees 30' or taller and/or any trees with a caliper <br /> of twenty-four (24) inches or greater. <br /> 6) The habitat of endangered or threatened species of <br /> fauna or flora. <br /> 7) Soils with high shrink-swell ratios, soils that are <br /> easily eroded, and soils that are classified as prime <br /> agricul tural by the Texas Department of Agriculture or <br /> the United States Department of Agricultur-e. <br /> 8) ~tlands. <br /> 9) Archeological sites. <br /> 10) Manmade structures over 15 years old. <br /> d. A Land Use Map(s) at a scale of one (1) inch to five <br /> hundred (500) feet. These shall include: <br /> a) The location of all existing and proposed roads with a <br /> right of way of sixty (60) feet or more. <br /> b) Land use categories usinq the sane ca teçJories as shown <br /> on the Master Plan's Future Land Use Plan, and <br /> c) School sites, fire stations, recreational buildings, <br /> d) Parks and the parks' uses. <br /> e) The munber of t:"esidential units for each residential <br /> land use category. <br /> f) The acreage of each land use. <br /> e. Enviro~mental Impact Statement. A description of how the <br /> proposed land use plan relates to: <br /> 1) the environmental constraints in the District and <br /> 2) the Master Plan IS natural and cul tural resources and <br /> I~nd Use Goals, Objectives and Policies. <br />
