TransPJrtation Impact Statement <br /> 1) A description of the number of average daily trips <br /> (ADT) that will be generated and/or attracted to the <br /> Utility District and a delineation on a map of that ADT <br /> in the existing roadway system within one mile of the <br /> utility District. <br /> 2) A statement as to whether the existing roadway system <br /> within San Marcos and its extraterritorial jurisdiction <br /> has the capacity to carty the Utility Districts' ADT or <br /> not. <br /> 3) A description of the Utility Districts' transportation <br /> plan and its ADT TransPJrtation impact as they relate <br /> to the Master Plan's TransPJrtation Goals, Objectives <br /> and Fblicies. <br /> g. ProPJsed utility service maps showing all water and <br /> wastewater facilities and lines of six (6) inches or <br /> larger. <br /> h. Drainage maps showing preconstruction and PJst <br /> construction runoff rates and proposed detention and <br /> filtration pond sizings and locations. <br /> i. Proposed Consent Ordinance. <br /> j. Proposed Consent Agreement. <br /> k. Proposed Utility Agreement if contract bonds with the City <br /> for City services are sought by the district. <br /> 1. Proposed construction participation agreements for any <br /> facili ties the district plans to construct or use in <br /> participation with any other district or entity. <br /> m. ProPJsed solid waste management plan. <br /> n. Proposed fu ture annexations or future servIce areas <br /> outside of the initial district boundaries. <br /> o. Annexation Impact Statements. <br /> 1) 'The applicant shall provide a document comparing <br /> the relationship of the indebtedness of the District <br /> to construction plans for water and wastewater lines <br /> and facilities and to the tax base or value of taxable <br /> development at one (1), three (3), five ( 5), and ten <br /> (10) years from the formation of the Utility District. <br /> 2) The Applicant shall describe how fire and police <br /> protection will be provided five (5) years and ten (10) <br /> years fran creation. <br /> p. Justification Statement. <br /> 'The applicant shall justify the creation of the Utility <br /> District. The ,Justification Statement shall include, but <br /> not be limited to addressing the following issues. <br /> 1) The probability of the City of San Marcos providing <br /> water and wastewater service to the area proposed to be <br /> a Utility District within the next three (3) years. <br /> 2) Job creation and economic base development for the <br /> citizens of San Marcos by the district. <br /> 3) Improving the Ci ty 's ability to participate In <br /> providing adequate and safe utilities to the district <br /> and elsewhere. <br />
