<br /> -4- <br /> 4) The District development's relationship to the Master <br /> Plan. <br /> 5) The economic viability of the District shown in the <br /> same manner as required by the state. <br /> 6) The costs of utilities to users of the District IS <br /> facilities related to the cost of utilities for users <br /> of San Marcos' utilities. The utility rates on taxes <br /> used to pay those costs of the City and the District <br /> shall be compared. <br /> Section 3. Petition SUbmitted by Applicant. <br /> The applicant shall file the petition for creation and one (1) <br /> copy of the documents listed below with the City Secretary. <br /> Upon receipt of such petition, the City Secretary shall <br /> immediately inform the City Council and Chairpersons of the <br /> zoning Commission and Planning Commission of such filing. SUch <br /> notification by the City Secretary to the Chairpersons of the <br /> Commissions shall include the appropriate date for the beginning <br /> of such Commission's respective review process. Concurrently, <br /> the applicant shall also submit thirty (30) copies of the <br /> petition and other documents required by the State in a <br /> creation petition to the City Manager. The City Manager, or <br /> his designee, shall be responsible for all formal staff contact <br /> with the applicant and shall coordinate the staff and <br /> commissions review process. <br /> Part B. Review Process. <br /> Section 1. Staff Review. <br /> a. The City Manager, or his designee, shall linmediately <br /> distribute copies of the submitted items to the following <br /> departments and to the Planning Commission and the Zoning <br /> Commission. <br /> l) City Attorney <br /> 2) Environment and Engineering <br /> 3) Public WJrks <br /> 4) Planning <br /> 5) Fire <br /> 6) Fblice <br /> 7) Finance <br /> b. The Planning Commission shall have an initial review of <br /> the petition with the staff and the applicant at a meeting <br /> scheduled with in twenty (20) days of the initial filing. <br /> The members of the Planning Commission shall receive their <br /> copies of all submitted items from the City Manager, or <br /> his designee within ten (10) days of such filing. <br /> c. If the proposed Utility District is wholly or partially <br /> within the City limits of San Marcos, the applicant shall <br /> meet with staff and the Planning and Zoning Commissions at <br /> a joint meeting wi thin thirty (30) days of such filing. <br /> The Zoning Commission shall not have official review <br /> authority for Districts wholly outside the City. <br /> d. Each reviewing deparbnent shall review and comment on the <br /> following aspects of the proposed district: <br /> 1. City At torney- compliance with the Texas Water Code <br /> and City policies, standards, procedures, formats, <br /> contracts, agreements, and resolutions. <br />
