-2- vicinity, and conducting a solicitation and operating program to attract conventions and visitors to the City. Chamber further agrees to make such expenditures in conformance with and in proportion to the proposed budget which is marked Appendix "A" and attached to this Contract for all intents and purposes as though fully set out herein. Chamber further agrees to submit a semi-annual report of activities and expenditures from previously allocated funds. III. It is hereby agreed that a Tourist Development Council shall be formed to serve as an advisory committee to Chamber and no funds allocated from said tax shall be expended without the advice and consent of said Council. The membership of the Council shall be seven ( 7) persons who shall serve three (3) year terms. It is specifically agreed between the parties hereto that three (3) members shall be appointed by the City Council of the City and three (3) members shall be appointed by the President of the Chamber. Three (3) year staggered terms shall be initiated by the City appointing two ( 2) members for two (2) years and one (1) member for three (3) years and the Chamber appointing two (2) members for three (3) years and one (1) member for two ( 2 ) years. The seventh (7 th) member shall be elected by the six ( 6) appointees. The City Manager of City and the Executive Vice President of chamber shall be ex-officio members of the Committee. IV. It is hereby further agreed that a subcommittee of the Tourist Development Council shall be formed to serve as an advisory committee to Chamber on the arts. Said subcommittee for the arts shall advise Chamber on the expenditure of funds under Section 26-21(d) of the ordinance. The membership of the subcommittee is agreed to be composed of five (5) persons who shall serve for a term of one year. Three (3) of said members shall be appointed by the City Council, and two (2 ) members shall be appointed by the President of the Chamber.
