Regular Meeting August 21. 2007 Page 11 <br />Mayor Narvaiz introduced a discussion regarding setting a Workshop for the <br />Climate Control discussion and to receive the Downtown Master Plan (proposed <br />date: Thursday, September 20, 2007 at 6:00 p.m. in the Activity Center, Room <br />1) and direction to Staff. Mayor Narvaiz stated she would like to receive <br />the Downtown Master Plan at and then hold the Climate Control Workshop. Ms. <br />Barrett stated the Consultants will be at University until 4:30 and then <br />there will be a public meeting at 7:OOp.m. She stated the City can do their <br />Climate Control Workshop from 6:00 -8:00 p.m. and then meet with the <br />consultants. She stated the Consultants are coming to San Marcos on the <br />20th, which is a standing meeting of President Cabinet. Mayor Narvaiz <br />stated the City commissioned Master Plan work and paid for it. She stated <br />she feels the City Council should be the first people to see this Master <br />Plan. Mr. Guerrero, Ms. Couch and Thomaides agreed with the Mayor. Mr. <br />O'Leary stated Staff will reschedule so the Council will review before they <br />meet with anyone else. Mayor Narvaiz stated she feels the other meeting <br />with the consultants should be combined into a Council Workshop. Ms. <br />Barrett stated this was the process the University used with their Master <br />Plan. The Council agreed by consensus to hold the Master Plan Workshop on <br />September 20, 2007 at 6:00 p.m. at the Activity Center and to find another <br />date for the Climate Control Workshop. They also agreed to the President's <br />Cabinet and Commissioners come to the same Workshop. <br />Mayor Narvaiz introduced an Executive Session pursuant to the Government <br />Code, Section 551.074 to discuss the employment of a public officer or <br />employee (City Attorney). The Council adjourned into Executive Session at <br />9:15 P.M. <br />Mayor Narvaiz announced the Council would reconvene at 9:35 p.m. <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the City <br />Council received an update and gave directions on the employment of the <br />City Attorney. <br />Mayor Narvaiz introduced for consideration adoption of Resolution, the <br />caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN EMPLOYMENT AGREEMENT BETWEEN THE CITY AND FOR THE <br />POSITION OF CITY ATTORNEY; AUTHORIZING THE MAYOR TO EXECUTE THE <br />AGREEMENT; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Thomaides moved for adoption of the Resolution, and Ms. Robertson <br />seconded the motion. Mr. Jones moved to amend the Resolution to <br />read ... Michael J. Cosentino, and Mr. Bose seconded the motion, which passed <br />unanimously.
