Regular Meeting August 21, 2007 Page 2 <br />Mayor Narvaiz announced the Council would reconvene at 6:59 p.m. <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the City <br />Council received an update and gave directions regarding Board Members and <br />the Economic Development Contract. He also stated Council will continue <br />the Executive Session discussion regarding the City Attorney at the end of <br />the Regular Meeting. <br />Lin Penland, Pastor at Holland Street Church of Christ lead the Invocation. <br />Mayor Narvaiz lead the Pledge of Allegiance. <br />Mayor Narvaiz introduced the Citizen Comment. 1) Gail Roaten thanked the <br />Council for the opportunity to speak. She stated she moved to San Marcos a <br />year ago, because she works in San Marcos. She stated she has great <br />neighbors, except for the ones on Sagewood. She also stated she has <br />called the Police Department more than 15 times in the past year, because <br />of parties, loud music, fireworks and handguns fired. She encouraged the <br />Council to help with this situation. 2) David Roaten stated he is concerned <br />about safety of kids and grandkids. He stated he has had items stolen from <br />his yard, so now he leaves his lights on all night as a safety precaution. <br />He encouraged the Council to adopt more rules or to enforce the rules when <br />they are broken. 3) Ed Davis stated he wished to speak regarding Item # <br />29, FY 2007 -06 Budget. He encouraged the Council to add law enforcement <br />officers. He stated citizens deserve a safe and peaceful neighborhood. He <br />also encouraged the Council to hire additional animal shelter personnel. <br />He also stated he does not support the killing of innocent animals for <br />population control. 4) Nancy Essry stated she wished to speak regarding <br />Item #30, tax increase. She stated she was against a property tax <br />increase. She stated currently she commutes to work in Austin, and since <br />the traffic has gotten worse she is willing to take a pay cut in salary but <br />will not be able to if taxes are increased. <br />Mayor Narvaiz introduced the Staff Report. Mr. O'Leary stated he did not <br />have a report at this time. <br />Mayor Narvaiz introduced the City Council Report. 1) Mr. Jones thanked the <br />speakers for speaking. He stated there have been some situations in the <br />Sagewood neighborhood lately. He stated if he was on a Council Member at <br />the time Sagewood neighborhood was zoned, he would not have zoned that area <br />that way. He stated he attended several National Night Out celebrations <br />and had a great time listening to issues. He encouraged San Marcos to be <br />proactive. 2) Ms. Robertson stated she and Councilman Thomaides came up <br />with some suggestions regarding Sagewood neighborhood. She stated this is <br />not a student problem; it is a young person problem. She stated she also <br />attended the Spring Lake Preserve Dedication, which was very nice. She <br />
