Mr. Thomaides stated he feels <br />there should be a different process when notifying the churches, because the <br />congregation might be considered the owners. He stated he feels if the <br />churches and schools don't have a problem, then the City shouldn't either. <br />Mr. Bose stated if the best interest of the public is to have a church <br />approve then that church will have to take it before their whole <br />congregation. He also stated he feels alcohol should not be located near <br />schools or churches. Mr. Guerrero inquired to whether the City will have <br />flexibility over the proposed Ordinance and can it be tighten if it needs <br />be. He stated he is concern with handing over the role to another body and <br />enforcement of this. Mayor Narvaiz stated she feels the Council should <br />start with this proposed Ordinance and then have a report come back to the <br />Council to see if there needs to be additional amendments made to the <br />Ordinance. She also inquired to whether the City can do away with the <br />requirements after the Ordinance is adopted. Mr. Quittner stated was the <br />Council passed something it will be tough to go remove it completely, but <br />can be amended. He also stated the Council can add a sunset clause to go <br />away in a year, or can make permanent. Mr. Guerrero stated if the Council <br />adds a sunset clause and the two businesses are successful and then the <br />Council removes would their serving privileges be removed also. Mr. <br />Quittner stated these two businesses would be grandfathered in. Mayor <br />Narvaiz stated she would like Staff to bring back language for a sunset <br />clause on the third reading. The Council then voted for the approval of an <br />Ordinance on second reading. The following vote was recorded: <br />AYE: Thomaides, Narvaiz, Guerrero and Robertson. <br />NAY: Couch, Bose and Jones. <br />ABSTAIN: None. <br />to <br />it <br />Mayor Narvaiz introduced a public hearing on proposed FY2007 -2008 Budget, <br />including all funds in the following categories: (1) General Fund; (2) <br />Debt Service Fund; (3) Hotel Occupancy Tax Fund; (4) Municipal Court <br />Technology Fund; (5) Municipal Court Security Fee Fund; (6) Seized Assets <br />Fund; (7) Community Development Block Grant Program Fund; (8) W.I.C. <br />Program Fund; (9) Cemetery Operations Fund; (10) Cemetery Perpetual Care <br />Fund; (11) Water /Wastewater Utility Fund; (12) Drainage Utility Fund; (13) <br />Electric Utility Fund; (14) Municipal Airport Fund; and (15) Waste <br />Collection Utility Fund. Mayor Narvaiz opened the public hearing and asked <br />if anyone wished to speak. No one did, so Mayor Narvaiz closed the public <br />hearing. <br />Mayor Narvaiz introduced a public hearing on proposal to increase total tax <br />revenues from properties on the tax roll in the preceding tax year by 11.76 <br />percent. Mayor Narvaiz opened the public hearing and asked if anyone <br />wished to speak. No one did, so Mayor Narvaiz closed the public hearing. <br />
