Regular Meeting August 21. 2007 Page 8 <br />Mayor Narvaiz introduced a public hearing regarding an Annexation, the <br />caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 5.816 ACRES, MORE OR <br />LESS, LOCATED IN THE 1800 BLOCK OF POST ROAD (POST ROAD VILLAS); <br />APPROVING A SERVICE PLAN FOR THIS TRACT; AND INCLUDING PROCEDURAL <br />PROVISIONS. <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. <br />Mayor Narvaiz introduced a public hearing and consideration approval of an <br />Ordinance on first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 3.1.1.3 OF THE SAN MARCOS LAND DEVELOPMENT CODE BY <br />ADDING AN APPENDIX TO THE SAN MARCOS HORIZONS CITY MASTER PLAN, THE <br />CAMPUS EDGE STRATEGIC PLAN; INCLUDING PROCEDURAL PROVISIONS; AND <br />ESTABLISHING AN EFFECTIVE DATE. <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. Bose <br />moved for approval of Ordinance on first reading, and Ms. Couch seconded <br />the motion. Ms. Robertson inquired to whether the Campus Edge Strategic <br />Plan is a part of the University Master Plan. Chance Sparks, Planning and <br />Development Department, stated he has not received anything from the <br />University indicating our Campus Edge Strategic Plan is in their Master <br />Plan. Ms. Robertson stated she is concern that the City will have to <br />follow this plan, but the University will not have to follow our Plan. Mr. <br />Thomaides stated this Plan indicates that the enrollment is at 30,000, <br />which mean that the University facilities should accommodate no more than <br />30,000 students. Mr. Sparks stated these figures come directly from the <br />Campus Master Plan. Mayor Narvaiz inquired to whether this document would <br />
