<br /> -6- <br /> City Manager. The Mayor, as a member of the Council, <br /> shall be entitled to vote upon all matters considered <br /> by the Council but shall have no veto power. At its <br /> first meeting following each regular election of Council <br /> Members, the Council shall by election designate one <br /> of its number as Mayor Pro Tempore who shall serve in <br /> such capacity for a period of one year; provided, how- <br /> ever, that in the event a run-off election is required <br /> the City Council shall not designate a Mayor Pro Tempore <br /> until completion of such run-off election and the duly <br /> elected candidates have been officially seated on the <br /> Council. The Mayor Pro Tempore shall act as Mayor during <br /> the absence or disability of the Mayor and shall have <br /> power to perform every act the Mayor could perform if <br /> present. <br /> D. Section 3.06. Vacancies. <br /> It is recommended that the section be rewritten to conform <br /> to current state law. <br /> Proposed wording: <br /> A special election shall be called within ten (10) <br /> days from the date the vacancy occurs for the purpose <br /> of electing the successor or successors to the office <br /> or offices vacated. The election shall be held on the <br /> next election date authorized by state law provided <br /> that date is at least thirty (30) days from the date <br /> the election is called. If such an election is to be <br /> held within one hundred and twenty (120) days of the <br /> next regular election, the vacancy shall be filled at <br /> the next regular election. <br /> E. Section 3.09. Meeting of the City Council. <br /> It is recommended that Section 3.09, Meeting of the City <br /> Council, be reworded to be in compliance with the Texas Open <br /> Meetings Act. <br /> Proposed wording: <br /> The City Council shall hold at least two regular meetings <br /> in each month at a time to be fixed by it for such regular <br />
