<br /> 57 <br /> Regular Meeting June 10, 1985 Page 3 <br /> Mayor Craddock moved for adoption of the Ordinance on emergency and <br /> Mr. Coddington seconded the motion, which passed unanimously. <br /> Mayor Craddock introduced for consideration approval of an Ordinance <br /> on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 2-31 OF THE SAN MAR- <br /> COS CODE OF ORDINANCES BY ADDING ONE CORPORAL POSITION <br /> AND ONE SERGEANT POSITION TO THE SAN MARCOS POLICE DE- <br /> PARTMENT; AND DECLARING AN EFFECTIVE DATE. <br /> Mr. Farr moved for approval of the Ordinance on first reading and Mr. <br /> Coddington seconded the motion, which passed unanimously. <br /> Mayor Craddock introduced for consideration approval of an Ordinance <br /> on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING CHAPTER 21 OF THE SAN MARCOS <br /> CODE OF ORDINANCES BY REPEALING THE CURRENT SECTION <br /> 21-39 COMPENSATION; ADDING A NEW SECTION 21-39 WHICH <br /> PROVIDES FOR NEW RATES FOR SPECIAL ASSIGNMENT SERVICES; <br /> ADDING A PROVISION FOR PROSECUTION FOR NONPAYMENT OF <br /> FEES; AND DECLARING AN EFFECTIVE DATE. <br /> Mr. Guerra moved for approval of the Ordinance on first reading and <br /> Ms. Kissler seconded the motion, which passed unanimously. <br /> Mayor Craddock introduced for consideration approval of an Ordinance <br /> on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, GRANTING THE PERMIT WITH CONDITIONS <br /> APPROVED BY THE PLANNING COMMISSION FOR THE SUNRIDGE <br /> PLANNED UNIT DEVELOPMENT; AND DECLARING AN EFFECTIVE <br /> DATE. <br /> Mr. Farr moved for approval of the Ordinance on first reading and Ms. <br /> Kissler seconded the motion. Mr. Robbins advised the Council this <br /> project consisted of 142 units, or 71 duplexes (5.3 per acre). Frank <br /> Rich and Harold Bishop spoke in opposition. City Manager Gonzalez <br /> said we may need to change our process of notification to owners with- <br /> in 200 feet when a change such as this is made. Travis Phillips, one <br /> of the developers of the project, advised the Council they thought <br /> they had plans for a good project and they had already expended <br /> $85,000.00 towards the same. Sylvia Newsom and Kim Farrell voiced <br /> opposition to the project. Sammie Tieg stated he lived in a duplex <br /> and it was a nice environment in which to live. City Manager Gonzalez <br /> suggested the developer make an attempt to work out differences with <br /> at least two neighborhood representatives. Floyd MacKenzie stated the <br /> neighbors opposed the project, and therefore the Council should be able <br /> to act on the matter to deny the project. Lloyd Morris of Castle Forest <br /> stated he has lived in a duplex and that it was a good existence, he <br /> thinks the City has notified the citizens properly what is going on, <br /> that the property value of the area will be affected by how the project <br /> is kept up, and in general was in favor of the project. Mr. Coddington <br /> stated he wanted amendments made to the Dl and D2 zoning. On roll <br /> call the following vote was recorded: <br />
