<br />56 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting June 10, 1985 Page 2 <br /> <br /> <br />Mayor Craddock introduced a public hearing and approval of an Ordin- <br />ance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, <br />1984 (VOL. 66) BY ZONING 31.40 ACRES, MORE OR LESS, <br />OF LAND AREA IN THE ROBERT CLEVER SURVEY, A-92, IN <br />HAYS COUNTY, TEXAS, BEING A PORTION OF THAT TRACT <br />OF LAND DESCRIBED IN A DEED FROM ORIN A. HARRYMAN, <br />ET UX, TO C. C. HUGHSON DATED NOVEMBER 3, 1950 AND <br />RECORDED IN VOLUME 148, PAGE 139, OF THE HAYS COUNTY <br />DEED RECORDS LOCATED IN THE VICINITY OF AND ADJACENT <br />TO HUGHSON HEIGHTS ADDITION NO.1 AND TANGLEWOOD ADDI- <br />TION NO.1 FROM "PD" (PRE-DEVELOPMENT DISTRICT) TO <br />"R-l" (SINGLE-FAMILY DWELLING DISTRICT) AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mayor Craddock opened the public hearing and asked if anyone wished to <br />speak in favor of the zoning request. Garland Stokes, representing <br />Hughson Heights, Inc., addressed the Council and stated the project <br />would comply with the City's Master Plan. Frank Rich asked Mr. Stokes <br />who was developing the project and Mr. Stokes said that Messrs. Bud <br />Walker and Ausmark had retired from the project and that Stanley Hugh- <br />son would be taking over the project. Stanley Hughson stated they <br />would honor all commitments made regarding the development of the <br />future tracts that are not included in ths zoning request. No one <br />else wished to speak in favor or in opposition of the zoning request, <br />so Mayor Craddock closed the public hearing. Mr. Guerra moved to <br />approve the Ordinance on first reading and Mr. Farr seconded the mo- <br />tion, which passed unanimously. <br /> <br />Mayor Craddock introduced a report from the Sunset Advisory Commission <br />regarding the City's boards, commissions and committees. Gregg Echols, <br />Vice-Chair of the Commission addressed the Council and briefly reviewed <br />the report. Mr. Coddington pointed out the Tourist Development Committee <br />was not included in the report. George VonderLippe of the Commission <br />stated the Commission wanted to reduced the Parks Board from nine to <br />seven members, but that the Parks Board wanted to remain at nine be- <br />cause of the diversity their membership offered. City Manager Gonza- <br />lez suggested to the Council the Parks Board take over the functions <br />of the Bicycle Committee that the Sunset Advisory Commission had re- <br />commended be resolved, and it was consensus of Council for the Parks <br />Boards to do so. Mayor Craddock and the Council thanked the Sunset <br />Advisory Commission for their excellent work in reviewing the various <br />boards, commissions and committees of the City. <br /> <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 1 OF ORDINANCE 1984- <br />100 ADOPTED NOVEMBER 5, 1984 WHICH DECLARED A BUILD- <br />ING MORATORIUM FOR 120 DAYS ON DEVELOPMENT APPROVALS, <br />INCLUDING APPROVAL OF ZONING CHANGES, PLATS, AND BUILD- <br />ING PERMITS, ON ALL LAND AREA LOCATED WITHIN THE ONE <br />HUNDRED (100) YEAR FLOODPLAIN OF SAN MARCOS RIVER TO <br />EXTEND SAID MORATORIUM THROUGH AUGUST 2, 1985; AND DE- <br />CLARING AN EMERGENCY. <br />
