<br /> PART IV. PROGRAM NARRATIVE. The followiny suggested format is provided for use with <br /> applications for criminal justice funds. For specific <br /> detail see Instructions, Part IV, Program Narrative, <br /> Attachment M, uUniform Grant & Contract Management <br /> Standards". <br /> 1. OBJECTIVES AND NEED FOR THIS ASSISTANCE. Brief and concise summary of the <br /> backqround and nature of the problem. Include specific data and cite sources. <br /> The City of San Marcos and its community population have been experiencing rapid growth in both <br /> a~~~ and overall number of inhabitants. Southwest Texas State University situated in the heart of <br /> t community has increased its students enrolment by over 39% since the Fall semester of 1972. <br /> 'I University population increases and growth in local industrial projects have vastly enhanced <br /> tile activities of the community and the strength of its economy. Large increases in the number <br /> of new jobs, new housing and new business have recently been introduced in the community <br /> development. The speed at which the community has grown has left many important services <br /> unprepared for the expectations of the future. Growth projections indicated that the city will <br /> double in both area and population by the year 2000.Police service calls have show correspondin <br /> increases as well. The Departments overall calls for service have increased by approx. 13% <br /> annually since 1978. The number of arrests conducted by San Narcos Officers has also increased <br /> but by over 54% since .1978. The 1981/82 period indicated a more substantial increase over the <br /> previous years. In 1981, San Narcos Officers arrested 1,783 individuals throughout the year. <br /> By 1982, the number had increased by over 22% and had reached an all time high of 2,293 subjects. <br /> This large number of subjects are .most often detained inside of the San Marcos Police Detention <br /> facilities. These statistics do not include prisoners from other agencies such as the SWT Police <br /> or the High..ay Patrol. This increase in jail activity has also substantially increased the <br /> number of incidents occuring within the facility it~elf. Minor incidents such as Criminal Mischie <br /> assaults on prisoners by prisoners,assaults on officers by prisoners and other damage to the <br /> jail facilities have shown marked increases. In 1982, the most serious incidents resulted in <br /> one substantial -fire by arson, one escape from custody, one felony criminal mishcief incident <br /> 2. RESULTS OR BENEFITS EXPECTED. Brief and concise narrative of the overall OVER: <br /> purpose of the project~ or what is expected to be accomplished by the project. <br /> The incidents that are occuring within the San Marcos Detention facilities will undoubtedly <br /> c :inue to increase as the community continues to grow. The implementation of a Closed <br /> C ~uit Television monitoring system into the detention cell area and into the booking, processin <br /> a _transfer area will provide numerous improvements to the facility itself. Overall service <br /> capabilities ,.ill have also been improved. The monitoring equipment in position in the dispatcher <br /> office will provide virtually constant 24 hour observation of the individual jail cells, the <br /> detention cell area, the booking and processing area and along the transfer area of prisoners. <br /> The dispatchers ability to observe the activities of both the officers and prisoners will <br /> vastly increase their safety. The officer observed as well as the prisoner will help to discourag <br /> unnecessary use of force. Prisoners involved in criminal mischief, assaults will have been <br /> implicated in the incidents by the dispatcher. In the event that there is a need for immediate <br /> attention of a prisoner for ,.hat ever reason, the dispatcher will be able to immediatly call <br /> police personnel to assist and medical emergency teams if necessary. <br />
