<br /> and for the first time, the suicide deaths of two San Marcos prisoners. <br /> At present, the five cell detention area can hold up to 24 prisoners. It is in association ith <br /> a long hallway leading to the outdoor parking lot of the Police building and includes a <br /> booking and processing area. There are no monitoring devices inside of theses facilities <br /> whatsoever. Although prisoners are usually held only over night, there is no supervision <br /> within the facilities.. Presonnel levels do not permit for full time observation. At night, the <br /> radio dispatcher is often the only occupant of the entire police building other than <br /> detained prisoners. Those individuals housédin the jail facilites are occasionally checked <br /> by uniform personnel who periodically return to the station. Both suicide deaths recorded in <br /> 1982 were not discovered throughout the nighL They were discovered by booking officers long <br /> after death had occured and after reasonable medical practices could have assisted. <br />
