<br />76 <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting June 24,1985 Page 2 <br /> <br /> <br /> <br />Mayor Craddock introduced for consideration approval of one ap- <br />pointment to the Building Code Board of Adjustments and Appeals. <br />Mayor Craddock moved to appoint Bill Howle, and Mr. Coddington <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of one appoint- <br />ment to the Library Board. Mr. Farr moved to appoint Susie Erlan- <br />son, and Mayor Craddock seconded the motion,which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of one ap- <br />pointment to the Zoning Board of Adjustments and Appeals. Mayor <br />Craddock moved to appoint Robbie Robbins and Mr. Farr seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of the City <br />Council Policy Statement to be used by the City Manager as direction <br />during the preparation of the 1985-1986 budget. Mr. Guerra in- <br />quired about the manner in which the items listed in the Policy <br />Statement would be implemented. The City Manager stated that the <br />Policy Statement would be used as guidance to staff in preparing <br />the budget, and that the items contained in the Policy Statement <br />will be used and discussed after the budget is prepared. Mr. <br />Guerra stated that one of the goals stated in the Policy State- <br />ment prepared by him and given to the Council at its last meeting <br />lS the same as the tenth goal listed in the Policy Statement <br />prepared by Mr. Coddington, except that Mr. Guerra's goal in- <br />cludes four specific steps for implementation of that goal. Mr. <br />Guerra stated that the items contained in the Policy Staterœnt prepared by him should <br />have also been included in the Policy Statement submitted by Mr. <br />Coddington. The City Manager stated that he feels the City <br />should particularly strive to achieve the first goal listed in <br />the Policy Statement submitted by Mr. Coddington, to place a <br />constraint on expenditures so they fall within the available <br />income parameters. The City Manager stressed the importance of <br />achieving this goal,particularly in relation to the fifth goal <br />contained in the Policy Statement submitted by Mr. Coddington. <br />With regard to this, the City Manager stated that the various <br />departments will be requesting of the City Manager a number of <br />items to be budgeted and that it will be difficult to put a con- <br />straint upon the expenditures to ensure they fall within the <br />available income parameters if all the deparmental requests are <br />to be presented to the Council, as outlined in the fifth goal. <br />Mr. Coddington stated that the fifth goal states that the City <br />Manager should review all budget requests as to need and benefits, <br />both long and short term, but that he must make known to Council <br />all requests, and no requests should be arbitrarily denied without <br />Council's knowledge. Mr. Coddington further stated that if, in <br />the City Manager's good judgment, certain requests should be de- <br />nied, the probability that they will be denied is 99 9/10% certain, <br />but the fifth goal lS to ensure that the Council will be aware <br />of all departmental requests. The Council stated that it desires <br />the City Manager to strive to achieve the first goal but that it <br />also desires to be made aware of all budget requests. Mr. Codding- <br />ton suggested that Mr. Guerra's Policy Statement be added to the <br />Policy Statement submitted by Mr. Coddington as Items Nos. 11 <br />through 14. Mayor Craddock stated that Mr. Guerra's Policy Statement <br />is very comprehensive. Mr. Coddington stated that the main thrust <br />of Mr. Guerra's Policy Statement appears to be to create a funding <br />mechanism to generate dollars, and that Mr. Coddington addressed <br />the same issue in his Policy Statement in a different sense but <br />not as stringently as addressed in Mr. Guerra's Policy Statement. <br />Mr. Coddington further stated that it appears that Mr. Guerra's <br />main concern lS the lack of social services funds. The City <br />Manager stated that with the combination of the two Policy Statements, <br />he will be able to have a sense of the goals the Council wishes to <br />achieve and will work to attain them. Mr. Coddington moved to ap- <br />prove the combination of both Policy Statements and Mr. Farr seconded <br />the motion, which passed unanimously. Policy Staterœnt attached to minutes. <br />
