<br />82 <br /> <br /> <br /> <br /> <br />Regular Meeting June 24, 1985 Page 8 <br /> <br /> <br /> <br />Mayor Craddock introduced for consideration adoption of a Resolu- <br />tion, the caption of which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AUTHORIZING AND APPROVING THE TERMS AND <br />CONDITIONS OF A PROPOSED AGREEMENT BETWEEN MELISSA <br />MILLECAM AND SAID CITY FOR THE PROVISION OF PUBLIC <br />INFORMATION SERVICES; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE SAID AGREE}1ENT; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Coddington moved for adoption of the Resolution and Mr. Guerra <br />seconded the motion. On roll call the following vote was recorded: <br /> <br />AYE: Coddington, Craddock, Guerra, Nicola. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Farr. <br /> <br />Mayor Craddock introduced for consideration adoption of a Resolu- <br />tion, the caption of which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, TERMINATING THAT CERTAIN CONTRACT BE- <br />TWEEN COMMUNITY LAND RESOURCES, INC. AND SAID CITY <br />DATED MAY 21, 1985; APPROVING THE TERMS AND CONDI- <br />TIONS OF A PROPOSED CONTRACT WITH KENT S. BUTLER AND <br />LEWIS F. MCLAIN FOR THE PROVISION TO SAID CITY OF <br />PLANNING AND MANAGEMENT SERVICES IN CONNECTION WITH <br />THE REVIEW AND NEGOTIATION OF MUNICIPAL UTILITY DIS- <br />TRICT PROPOSALS¡ AUTHORIZING THE CITY MANAGER TO <br />EXECUTE SAID CONTRACT AND ANY AND ALL OTHER DOCU- <br />MENTS AND INSTRUMENTS INCIDENT TO THE PURPOSES OF SAID <br />CONTRACT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Craddock moved for adoption of the Resolution and Mr. Farr <br />seconded the motion. Mr. Coddington inquired about the difference <br />between the contract proposed for termination and the new contract. <br />The City Attorney explained that the new contract would be sub- <br />stituted for the other contract, eliminating at least one unneces- <br />sary person and saving the City money. He further stated that <br />Mr. Butler is not a partner in Community Land Resources, Inc. <br />and that one of Community Land Resources, Inc.'s policies is <br />that one of its partners has to always be on site wherever <br />they are working. The Council then voted unanimously for adop- <br />tion of the Resolution. <br /> <br />Mayor Craddock introduced for consideration approval of archaeological <br />excavation by Southwest Texas State University at four sites located <br />along the San Marcos River within the City parks. Mr. Farr moved <br />for approval and Mr. Coddington seconded the motion. Mr. Nicola <br />inquired as to the locations of the proposed excavations. Mr. Cod- <br />dington inquired as to the amount of interference with park traffic <br />tllat the excavations would cause and the condition in which the <br />park would be left after completion of excavation. Jim Garber, Assis- <br />tant Professor from Southwest Texas State University, then addressed <br />the Council. Mr. Garber informed the Council that the specific loca- <br />tions of the excavation sites could be publicly disclosed but might <br />result in subsequent illegal excations. He stated that the sites are <br />located along the San Marcos River. Mr. Nicola stated that he thought <br />it was appropriate for Council to receive the information somehow. <br />Mr. Coddington expressed the same opinion. Mr. Farr asked if any <br />portion of park trails or routes would be blocked by the excavations. <br />Mr. Garber stated that they would not be blocked. In response <br />to a question by Mayor Craddock, Mr. Garber stated the excavations <br />would meet all State and Federal guidelines with respect to archaeological <br />excavations. Mr. Garber stated that the size of the excavations <br />would depend mostly on the discoveries. Mr. Garber stated that the <br />
