Mr. Nicola ex- <br />pressed some concern that the sites might not be able to be se- <br />cured. Mr. Garber stated that people are already disrupting and <br />looting the sites on a regular basis and that he would like to <br />examine the sites before everythiúg disappears. He stated that <br />it might be conceivable to erect fencing for security purposes. <br />Mr. Coddington moved to table the motion until further informa- <br />tion could be furnished to the Council. Mr. Guerra seconded <br />the motion. On roll call the following vote was recorded: <br /> <br />AYE: Coddington, Guerra, Nicola. <br />NAY: Parr, Craddock. <br />ABSTAIN: None. <br /> <br />The motion to table having failed, more discussion ensued con- <br />cerning the time that the excavations would be made. Mr. Garber <br />stated that the excavations could not take place until the fall <br />of 1985. The City Manager stated that since that was the case <br />there would be plenty of time now to obtain the information re- <br />quested by the Council. Mr. Guerra asked Mr. Garber if he was <br />requesting that the City assist the University in its efforts to <br />secure the sites. Mr. Garber stated that the City has some obliga- <br />tion to do that according to the State Antiquities Code. The City <br />Attorney stated that he would look into that matter. Mr. Farr moved <br />that the item be tabled until the next regular meeting, and Mr. <br />Coddington seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration authorization to bid <br />the Copy Machine for the City Secretary's Office. Mayor Craddock <br />moved to authorize bidding and Mr. Guerra seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Craddock introduced for consideration authorization to <br />receive proposals for annexation surveys and other surveys as <br />requested by the City. Mayor Craddock moved to authorize the <br />receipt of proposals and Mr. Coddington seconded the motion. <br />Mr. Farr inquired as to whether or not the City hadn't recently <br />purchased elaborate equipment and put together a survey crew. <br />The City Manager explained that the City does not have a <br />Registered Professional Surveyor on staff. Mr. Farr expressed <br />concern about hiring a surveyor on a contractual basis and stated <br />that it might be more cost effective to hire a surveyor. Mr. <br />Jenkins mentioned that new personnel in his department would include <br />an individual who may be licensed within a few years. Mr. Farr <br />inquired as to the salary range between that individual before <br />becoming licensed and after licensing. Mr. Jenkins stated the <br />salary difference would probably be around $4,000 to $5,000, but <br />it would cost around $30,000 to hire a surveyor on a contractual <br />basis. Mr. Parr requested information be furnished the Council <br />concerning the difference in cost between hiring a surveyor or <br />contracting with a surveyor and the amount of time the surveyor <br />would require to perform the tasks requested by the City. Mr. <br />Farr also stated some concern about whether the Ranch Road 12 annexation <br />survey work listed in the Request For Proposal was necessary or <br />not. The City Manager stated that the Request For Proposal would <br />serve to obtain a lot of the information that the Council wished <br />to have. The Council then voted unanimously to authorize the re- <br />ceipt of proposals for annexation surveys and other surveys as <br />requested by the City. <br /> <br />Mayor Craddock moved the Council adjourn into Executive Session pur- <br />suant to Article 6252-17, §§2(e}, (f) and (g), V.A.C.S., to seek <br />the City Attorney's advice with respect to contemplated litigation <br />and matters where the duties of the City Attorney to the City pursu- <br />ant to the Code of Professional Responsibility of the State Bar <br />of Texas clearly conflicts with Article 6252-17; the exchange of <br />real property; and the appointment of a public officer or employee, <br />
