630 E. Hopkins <br />2. Consider adoption or direction to Staff on matters discussed in Executive <br />Session. <br />The Council reconvened into Open Session at approximately 6:54 p.m. No direction was provided at <br />this time. <br />PRESENTATIONS <br />3. Receive a Staff presentation of the Quarterly Investment and Financial Reports, and <br />provide direction to Staff. <br />Heather Hurlbert, Finance Director, provided a brief presentation. <br />6:00 PM <br />III. Invocation <br />A moment of silence was observed. <br />IV. Pledges Of Allegiance - United States And Texas <br />The pledges were led by the Council. <br />V. 30 Minute Citizen Comment Period <br />Sam Brannon, San Marcos, asked the council to have fluoride removed from the City's water supply. They would like <br />to have this item placed on a future meeting and have public hearings. <br />Kathleen O'Connell, Wimberley, addressed the Council as the coordinator for Communities for Thriving Water she <br />stated that they have an active petition being circulated and they requested the Council remove fluoride from the <br />City's water supply. She has one request and asked the Council to educate themselves on how it started. She <br />mentioned a movie that she had forwarded the Council via email. <br />Carter Morris, San Marcos, addressed the Council regarding a P &Z commissioner who emailed the entire commission <br />regarding a vote that was asked to be postponed. He asked that there be some reform to the Ethics Ordinance. <br />He's not asking that the commissioner be ridiculed publicly and obviously but stated that obviously the Attorney <br />General's training is not enough and something needs to be done. <br />Rob Roark, San Marcos, addressed the Council and seconded Mr. Morris' report. He reported an assault in regards <br />to the Hunter Road widening project and a tree being removed by error in front of the M &M Taco Corner. He stated <br />maybe it's TXDOT's error. He stated that this tree is a reminder of how vigilant as citizen's they have to be. He <br />asked the Council if there should be signs be placed on these trees. He closed with saying this is our heritage and it <br />is important, and he suggested more education for our contractors and legislators. <br />CONSENT AGENDA <br />A motion was made by Mayor Pro -Tem Thomaides, seconded by Council Member Prather, that <br />the Consent Agenda be approved as presented below. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />2 <br />
