along with an individualized report detailing specific water conservation strategies and their <br />expected savings. <br />In 2002, the City implemented a water audit program for ICI customers. Each audit <br />includes an analysis of known water uses including domestic water usage, process water usage, <br />and equipment water usage. Known uses are analyzed to determine water conservation <br />opportunities. Each customer receives an individualized report detailing known water uses, <br />recommended water conservation strategies, estimated costs, and expected water savings. <br />The City will continue to offer water surveys for both residential and ICI water <br />customers. <br />5.8 Plumbing Retrofit Program <br />The plumbing retrofit program is conducted in conjunction with the water audit program <br />and other rebate /incentive programs. Customers that have received a water audit or have <br />participated in City rebate /incentive programs are eligible to receive free replacement <br />showerheads, kitchen and bathroom faucet aerators, and toilet leak detection tablets. The City <br />has also distributed plumbing devices at public events and through direct door -to -door delivery. <br />5.9 High - Efficiency Appliance Rebate Program <br />In 2002, the City introduced the Wash -Smart Rebate Program for single - family <br />residential water customers. To encourage use of efficient machines the City offers a rebate of <br />$50, $75, or $100 to residential customers that purchase a qualifying_efficient clothes washer. <br />The rebate amount is determined by the level .of efficiency of the machine which is obtained <br />from the Consortium for Energy Efficiency (CEE). Washers that use less water per cubic foot of <br />capacity are eligible for a higher rebate. <br />In 2011 the City expanded the washer rebate program to include multi - family and ICI <br />water customers. For standard clothes washers the rebate amounts are the same as for single - <br />family residential customers. Rebates for coin - operated clothes washers are $150, $200 or $250 <br />per machine depending on level of efficiency. <br />5.10 Toilet Replacement Program <br />In 1995, the City implemented a residential low -flow toilet replacement program <br />through funding received from the Edwards Underground Water District (EUWD).
