In early 2014 the City completed the Direct Water Reuse Expansion Feasibility Study, in <br />partnership with Texas State University and the Texas Water Development Board. The Study <br />evaluates the feasibility of expanding the existing reclaim water system to serve university <br />thermal plants, existing industrial customers, city and university parks and athletic fields, school <br />districts, and commercial water customers. The City is currently seeking funding sources for <br />implementation of the Study. <br />5.13 Rainwater Harvesting Rebate Program <br />In 2009 the City implemented a rebate program for purchase of rain barrels. The City has <br />also provided distribution of free rain barrels in conjunction with Native Plan Sales. The City <br />plans to expand the rebate program to include rebates for larger rainwater systems and <br />condensate collections systems. <br />5.14 Efficient Landscape and Irrigation Rebate Program <br />In 2013 the City implemented an irrigation system evaluation program. Through this <br />program the City provides free irrigation system check -ups for residential and commercial water <br />customers to insure their irrigation systems are operating as efficiently as possible. The <br />evaluation includes checking for leaks, making sure heads are adjusted properly, checking <br />pressure, and making sure the controller is set properly. A report is provided to the customer <br />outlining problem areas and providing recommendations for addressing them. The City also <br />plans to implement an efficient irrigation rebate program to assist in funding recommendations <br />made during the irrigation system evaluation. <br />The City will also research an evaluate additional programs to improve water efficiency <br />and reduce water usage in landscaping. Potential programs include rebates for installation of <br />mulch, rebates for conversion of turf areas to xeriscape, and rebates for installation of xeriscape <br />in new construction. <br />6.0 Enforcement <br />The City of San Marcos water conservation ordinances are enforced by the Public <br />Services Director and staff, code compliance officers, the San Marcos Police Department and <br />Municipal Court, and other City employees as appropriate.
