Brown <br />Bill Coddington <br />Gerald G. Farr <br />Fred Guerra <br />Betty Jane Kissler <br />William C. Nicola <br /> <br />City Manager A. C. Gonzalez <br />City Secretary Janis K. Womack <br />City Attorney Lamar W. Hankins <br />Director of Finance Nora Chavez <br />Director of Planning Frank Robbins <br />Director of Public Works George Boeker <br />Director of Env. and Engineering Steve Jenkins <br /> <br />Also Present: Tom McNair, Melissa Millecam, Ken Claybourn, Frances Emery, <br />Jay Moore, Carol Grimm, Don Laine, John Meeks, Jim Byrn, Gregg Echols, <br />Augustin Lucio, Ray Longoria, Lee Swift and others. <br /> <br />Mayor Craddock called the meeting to order at 7:30 p.m. <br /> <br />Mayor Craddock introduced for consideration approval of the minutes of <br />the June 24, 1985 Regular Meeting. Mr. Guerra moved for approval and <br />Mr. Farr seconded the motion. On roll call the following vote was re- <br />corded: <br /> <br />AYE: Coddington, Farr, Craddock, Guerra, Nicola. <br />NAY: None. <br /> <br />ABSTAIN: Brown, Kissler. <br /> <br />Mayor Craddock introduced for consideration approval of an appointment <br />to the Commission for Minorities. Mr. Farr moved to appoint Mary DeLaRosa <br />and Mr. Guerra seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced a public hearing and consideration of an Ordin- <br />ance on emergency adding Chapter 36 entitled San Marcos River Corridor <br />to the Code of Ordinances. Mayor Craddock announced the consideration <br />of t:he Ordinance on emergency was in error, that the Council would in <br />fact have three readings. Frank Robbins reviewed with Council a memo- <br />randum of comments from the Council Workshop held June 23, 1985, a copy <br />being attached to these minutes. The caption of the Ordinance was read <br />as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ADDING CHAPTER 36 ENTITLED SAN MARCOS <br />RIVER CORRIDOR TO THE CODE OF ORDINANCES OF SAID CITY; <br />DECLARING THE PURPOSE OF THIS LEGISLATION TO BE REME- <br />DIAL; AND DECLARING AN EMERGENCY. <br /> <br />~ayor Craddock then opened the public hearing. John Meeks said two <br />~hings needed to be controlled for continuation of the river's habitat: <br />sedimentation and degradation of the biotic environment, which is the <br />heart of the issue. Jim Byrn said the scale referred to in the required <br />plans should be changed to be a range of 1"=20' or 1"=50' instead of <br />1 "=100', which he thought vIas too small. He felt in Section B - Object- <br />ives the word "prevent" should be changed to "minimize", as prevent was <br />too stringent. He said the Willow Creek Dam would not affect the flood- <br />way. Lee Swift asked for clarification if the City intended to buy land <br />along the river in the floodway, and the Mayor responded it was not at <br />this time feasible.
