<br />2 <br /> Narrowing the boundaries will not enhance opportunities <br /> for sensitive development nor improve the ability of the <br /> City to ensure the maintenance of the rivers <br /> environment. Another boundary should not be arbitrarily <br /> established. <br /> We feel strongly that the erodible soil (1000 feet from <br /> the centerline) and the 200 feet from the bank <br /> boundaries should not be modified unless more control is <br /> desired and these parameters could be widened <br /> accordingly. <br />2. Wickersham comments and proposals: <br /> a. Section lA4. "Development activites near the San Harcos <br /> River if not controlled can result... " ( " . f not <br /> ---- 1 <br /> controlled" added by Wickersham). <br /> COMHENT: Wickershams revised statement is true. <br /> b. Section lA6. The San 1-1arcos River is not facing <br /> intense development. <br /> CO~1MENT: Hotel, apartment/condominium, and large mixed <br /> use developments proposed within the last year <br /> may be considered intense. <br /> c. Section B. Objectives. (generally) replace word <br /> "prevent" with "minimize". <br /> COHMENT: These objectives seek to prevent further <br /> environmental and character degredation. The <br /> policy issue is whether further degradation of <br /> the natural resource is acceptable. "Prevent" <br /> establishes a clear objective, "minimize" does <br /> not establish a definable objective. <br /> d. Section 2B. Eliminate determination of boundaries <br /> by the Director of Environment and Engineering and <br /> use a map. <br /> COM.MENT: The boundaries can be laid out either as in <br /> the draft or as v~ickersham proposes. <br /> All of Section 4 could be placed into <br /> Section 2B and Sections 3 through 19 <br /> renumbered accordingly. The statement allows <br /> the Director to determine boundaries on the <br /> ground as well as on maps. <br /> e. Section 2 C. 2. A. Increase caliper of trees that <br /> should be shown on site plan from three to six <br /> inches. <br /> COMHENT: Would permit less thorough analysis of the <br /> advantages of leaving existing trees. It may <br /> be easier to show location of all trees than <br /> to differentiate what should be shown based on <br /> caliper. Use of aerial phtography available <br /> with the city makes tree surveying easy. <br />
