Robbins, AICP Planning Director <br />Comments from Council Workshop of June 23, 1985 <br />RE: SHRC, PDD, Associated Ordinance Amendments <br />llowing are lssues and responses raised at the Subject Council <br />rkshop. <br />1. SHRC Boundaries. There were numerous questions about where <br />they are. <br /> a. Staff will provide a more clearly defined map <br /> delineating the proposed boundaries. <br /> b. Because the San Harcos River floodplain is not <br /> differentiated from the Blanco floodplain near their <br /> confluence on the FEHA maps, but is on the SCS map, and <br /> because the FE~ß map of the San Harcos River floodplain <br /> in Guadalupe County was omitted from the SMRC boundaries <br /> in Section 4 of the proposed ordinance, the following <br /> redefinition should be considered: <br /> Section 4. San Marcos River Corridor Boundaries. <br /> 1. ----as defined in the Watershed Plan and <br /> Environmental Impact statement, USDA, <br /> SCS-EIS-WS-(ADM)-78-2(F)-(TX), and on the Federal <br /> Emergency Management Administration (FEMA) maps for <br /> Hays, Guadalupe, and Caldwell Counties in effect on the <br /> effective date of the ordinance. <br /> c. Wickersham. SCS high or severe erosion hazard should be <br /> high or severe erosion potential. <br /> COMHENT: "Hazard" is the term used in the referenced SCS <br /> document. For clarity, consider this language: <br /> 2. ----Hays County as having a high or severe water <br /> erosion hazard. <br /> d. Alternative boundary definition: One more easily <br /> recognizable, generally along the same lines as <br /> proposed, but following recognizable features such as <br /> roads. <br /> e. Jay Hoore commented that the floodplain may not be the <br /> appropriate vehicle for delineating the environment that <br /> should be protected and new maps should be drawn <br /> delineating the areas that should be protected. <br /> Cm1MENT: The area delineated by the floodplain contains <br /> the most sensitive lands whose development will directly <br /> impact the Rivers unique and sensitive environment. <br /> Staff and the citizens Advisory Committee believe this <br /> is a logical and environmentally based boundary within <br /> which the ordinanceS safeguards and procedures should <br /> -apply. <br />
