<br /> contiguous or separate single-family <br /> dwelling units, shall be treated as a <br /> residential unit, except that each single- <br /> family dwelling within any such residential <br /> unit shall be charged separately as a <br /> residential unit and will be billed to the <br /> person responsible for the water billing. <br /> Those Residential Units served by a bin <br /> will be considered to be Commercial Units <br /> for the purposes of this Ordinance. <br /> p. Rubbish- All waste wood, wood products, <br /> tree trimmings, grass cuttings, dead plants, <br /> weeds, leaves, dead trees or branches there- <br /> of, clips, shavings, sawdust, printed matter, <br /> paper, pasteboard, rags, straw, used and <br /> discarded shoes and boots, combustible waste <br /> pulp and other products such as are used for <br /> packaging, or wrapping crockery and glass; <br /> ashes, cinders, floor sweepings, glass, mineral <br /> or metallic substances, and any and all other <br /> waste materials not included in the definition <br /> of bulky waste, construction debris, dead <br /> animals, garbage, hazardous waste or stable <br /> matter. <br /> q. Stable Matter- All manure and other waste <br /> matter normally accumulated in or about a <br /> stable, or any animal, livestock or poultry <br /> enclosure, and resulting from the keeping of <br /> animals, poultry or livestock. <br /> Sec. 12-3. Bags and containers- Required; duty to pro- <br /> vide and maintain in sanitary condition. <br /> Bags or containers shall be provided by the owner, <br /> tenant, lessee or occupant of a residential unit. <br /> Bags and containers shall be maintained in good condi- <br /> tion. Bags and containers so provided shall conform <br /> to the provisions of this Chapter. <br /> Sec. 12-4. Containers- To be kept covered. <br /> The lid of each container shall at all times be <br /> kept fastened so that flies and other insects may <br /> not have access to the contents of such container. <br /> Bags shall be securely tied shut. <br /> Sec. 12-5. Bags and containers-Blacement for <br /> collection and removal after collection. <br /> a. The bags and containers required by this Chapter <br /> shall be placed as close to the roadway as practicable <br /> without interference with the movement of vehicles or <br /> pedestrians, provided, however, that when construction <br /> work is being performed in the right-of-way, the bags <br /> and containers shall be placed as close as practicable <br /> to an access point for the collection vehicle. <br /> b. As soon as practicable after residential refuse <br /> has been removed by the collector, the person owning, <br /> renting, leasing, occupying or managing the residential <br /> unit shall remove all containers to a place behind the <br /> building line of the premises. The term "building line", <br /> as herein used, shall mean that line of the building <br /> which is closest to any street, to be determined by <br /> drawing a direct line between such street and the point <br /> in said building which is closest to such street. <br />
