contiguous or separate single-family dwelling units, shall be treated as a residential unit, except that each single- family dwelling within any such residential unit shall be charged separately as a residential unit and will be billed to the person responsible for the water billing. Those Residential Units served by a bin will be considered to be Commercial Units for the purposes of this Ordinance. p. Rubbish- All waste wood, wood products, tree trimmings, grass cuttings, dead plants, weeds, leaves, dead trees or branches there- of, clips, shavings, sawdust, printed matter, paper, pasteboard, rags, straw, used and discarded shoes and boots, combustible waste pulp and other products such as are used for packaging, or wrapping crockery and glass; ashes, cinders, floor sweepings, glass, mineral or metallic substances, and any and all other waste materials not included in the definition of bulky waste, construction debris, dead animals, garbage, hazardous waste or stable matter. q. Stable Matter- All manure and other waste matter normally accumulated in or about a stable, or any animal, livestock or poultry enclosure, and resulting from the keeping of animals, poultry or livestock. Sec. 12-3. Bags and containers- Required; duty to pro- vide and maintain in sanitary condition. Bags or containers shall be provided by the owner, tenant, lessee or occupant of a residential unit. Bags and containers shall be maintained in good condi- tion. Bags and containers so provided shall conform to the provisions of this Chapter. Sec. 12-4. Containers- To be kept covered. The lid of each container shall at all times be kept fastened so that flies and other insects may not have access to the contents of such container. Bags shall be securely tied shut. Sec. 12-5. Bags and containers-Blacement for collection and removal after collection. a. The bags and containers required by this Chapter shall be placed as close to the roadway as practicable without interference with the movement of vehicles or pedestrians, provided, however, that when construction work is being performed in the right-of-way, the bags and containers shall be placed as close as practicable to an access point for the collection vehicle. b. As soon as practicable after residential refuse has been removed by the collector, the person owning, renting, leasing, occupying or managing the residential unit shall remove all containers to a place behind the building line of the premises. The term "building line", as herein used, shall mean that line of the building which is closest to any street, to be determined by drawing a direct line between such street and the point in said building which is closest to such street.
