Sec. 12-6. Storing of refuse. a. No person shall place any refuse in any street, alley or other public place, or upon any private property whether owned by such person or not, within the City unless it is in a bag, bin, bundle or container for collection or unless it is construction debris, stable matter or bulky waste for which arrangements have been made for special collection. b. No person shall throw or deposit any refuse in any stream or other body of water. Sec. 12-7. Scattering of Refuse. No person shall cast, place, sweep or deposit any- where within the City any refuse in such a manner that it may be carried or deposited by the elements upon any street, sidewalk, alley, sewer, drainage ditch, storm sewer, parkway, stream, creek, river or other public placeT or into any occupied premises within the City. Sec. 12-8. Garbage and rubbish collection charges by City- for residential units a. The charges for the collection of garbage and rubbish from residential units located in the City using bags and containers shall be upon the following basis: (1) For the collection of garbage and rubbish at a single-family dwelling $5.00 within a residential unit, per month (2) For the collection of garbage and rubbish at a duplex, triplex or $ 5. 00 fourplex, per month, for each unit with- in said duplex, triplex or fourplex. b. Each single-family dwelling within a residential unit shall be charged separately as a residential unit. c. Charges for garbage and rubbish collection service at residential units will be billed to the person responsible for the water billing provided, however, that if the t:esidential unit does not receive a monthly water bill, charges shall be billed to the owner of the residential unit unless other arrangements. are made for the assumption of responsibility for said garbage and rubbish cOllection charges. Bills shall be rendered monthly. d. Bills for said service ar~ due and payable on or before the tenth day of the month in which the same fall due. All accounts shall be considered delinquent if not paid by said date. All delinquent accounts are subject to stoppage of serviçe thirty (30) days after the date of billing. Sec. 12-9. Residential units served by a bin. Residential units served by a bin shall be exempt from the requirements of Sections 12-3, 12-4, 12-5 and 12-8. Sec. 12-10. Disposal of daily accumulations. The daily accumulation of garbage and refuse shall be placed in bags, containers, bundles or bins.
