<br /> The increased awareness of citizens about crime and the police function will not only provide <br /> better opportunity for the documentation of crime, the apprehension of the criminal but <br /> provide a more personal meeting between the community and their police. It will provide a <br /> mutual meeting between citizens and the police, not interrupted by frustration and anger <br /> after victimization. <br /> Once initiated, those informed citizens, "on patrol" will supplement the understaffed <br /> patrol force with new eyes. They will serve to better patrol the entire community. To <br /> detect crime where ever they may be. In the shopping mall, the grocery store or at home <br /> in the neighborhood. <br />
