Chief of Police <br /> Date: Apri 1 18> 1983 <br /> Subject: Approval - Reserve Dispatcher/Hatron Unit <br /> Reco~m~nded Action: <br /> The purpose of this memo is to recommend to-the City Council and provide the <br /> necessary background information for justification and creation of a Reserve <br /> Dìspatcher/Matron Unit. The Reserve Dispatcher/Matron Unit ~lould consist of <br /> three (,3) -females. Each member of the unit \'lOuld be required to provide <br /> sixteen (16) hours of voluntary service to the San Marcos Police Department <br /> each month. This would provide the Communications section of the Police <br /> Department \'lith forty-eight (48) hours of service each month at no cost to <br /> the City. Attached for your revieiv is a draft of the proposed specifications <br /> and task assignments which would be assumed by the Reserve Dispatcher/f1atrons. <br /> .Just; fi cati on: <br /> The creation of a Reserve Dispatcher/t1atron Unit addresses several needs <br /> within the Police Department and are discussed below. <br /> Shift cov~e - The Police Department Cowmunications section currently <br /> has four 4 full time dispatchers working a total of 160 hours per week. <br /> This leaves one 8 hour shift per \.¡eek '.'thich must be covered by the <br /> supervisor of Records and Communications. Due to the broad range of <br /> responsibilities of the supervisor of this section, which include being <br /> an administrative secretary, her absence from her regular duties one day <br /> a \'leek to cover this shift creates a backlog in administration. <br /> Use of Leave - Because there is only one dispatcher assigned per shift. <br /> on èvery occasion a dispatcher takes vacation, holiday. or sickleave~ <br /> the department must fill that vacancy. This is done by 1) taking a <br /> policeoffice~ off the street to dispatch. which creates a shortage in <br /> the patrol function, or 2) paying an off duty dispatcher or police <br /> officer overtime pay to cover that shift. <br /> Resignations/Dismissals ~ In the event of a dispatchers resignation or <br /> dismissal, the City is required by EEDC to advertise for ten (10) days <br /> before interviewing for the open position. The process of interviewing <br /> and background checks takes a minimum of hlenty (20) days before the <br /> position is filled. After being hired, there is a minimun trÅ“ining <br /> period of two weeks. During this time period, the new dispatcher is <br /> placed with a senior dispatcher for training, consequently, the vacant <br /> shift is still being filled by overtime personnel. <br />
