<br /> In February 1983~ the daytime dispatcher resigned. A total of 320 hours <br /> of overtime pay was necessary before this position was filled. Using the <br /> police officers overtime base rate of $10.09 per hour~ the cost to the <br /> City was $3,228.80. If you compute the cost to the City by using our <br /> proposed" hourly wage of $4.75 for reserve dispatchers~ the total is <br /> $1,520.00. This is a savings of 47% for the City. <br /> Team Dispatching - On those occasions such as Chilympiad, Wurstfest> <br /> Cinco de Mayo, All Campus parties~ floods~ etc., the dispatchers are <br /> worked beyond their capacity. The dispatchers responsibilities include <br /> answering seven telephone lines~ the ambulance phone, fire phone~ and <br /> emergency calls for City Hall. Coupled with radio and teletype traffic <br /> for local police, Highway Patrol, .~mbulance, and fire units, this creates <br /> a tremendous work load for one individual to handle. During times of <br /> high activity, the efficiency of the dispatcher is significantly reduced <br /> because of the increase in demand for services. Utilizing a reserve <br /> dispatcher at these times will be a great asset to not only the regularly <br /> scheduled dispatcher, but also to the officer on the street and the <br /> community. It will enhance the officer's ability to respond to and <br /> complete each call quickly and return to their primary function of patrol. <br /> Matron Duties - Police records show an increasing trend in female arrests. <br /> The Police Department currently employs three (3) female officers; however, <br /> one is not always on duty when a female is taken into custody. Although <br /> it is not required by law~ it is the policy of this department to have <br /> female prisoners searched by female officers. By using female officers <br /> to search female prisoners~ this alleviates the problem of possible <br /> complaints that could arise if a male officer searched a female prisoner. <br /> By having a matron ~vailable to help with female prisoners, the female <br /> officers can remain on the street where they are needed. It will also <br /> increase the odds of being able to contact a female staff member who is <br /> off duty to come in for assistance. <br /> Proposed Qualifications and Selection: <br /> Every applicant for a Reserve Dispatcher/Matron shall meet the follo\rlng <br /> minimum standards as prescribed by the Texas Commission on law Enforcement <br /> Officer Standards and Education. <br /> 1. Be d citiz~n of the United States. <br /> 2. Be at least 18 years of age. <br /> 3. Be fingerprinted and a search made of local, state> and national <br /> fingerprint files to disclose any criminal record. <br /> 4. Not have been convicted by any state or by the federal government <br /> of driving while intoxicated or driving under the influence of <br /> drugs within the last 10 years, not have ever been convicted of a <br /> felony under the laws of this state, another state~ or the United <br /> States, nor have ever been granted or placed on probation by a <br /> court in any case in which he was charged with a felony offense <br /> under the laws of this state, another state, or the United States. <br />
