The Police Department has attempted to address this problem with uniformed officer foot patrols, but due to constraints in manpower, it has been a difficult and costly program. Requests for police assistance in the downtown area is highest on Saturday nights. It is proposed that placing Reserve Police Officers on foot patrol in the downtown area on Saturday nights would address some problems of drunkenness and disorderly conduct. The officers would work as a two man team from 9:30 p.m. to 1 :30 a.m. on Saturday nights. This program uses thirty-two man hours per month. After subtracting the 288 hours of voluntary time used for the Park Patrol from the total voluntary time of 320 hours required of the Reserve Police Officers Unit, there is 32 hours of voluntary time remaining. These remaining hours would be utilized for the downtown foot patrol program. There would be no cost to the City. Large Gatherings - During such times as Chilympiad, Cinco de Mayo, and/or major city functions (softball tournaments, River Arts Festival, etc.), the Police Department manpower is taxed beyond its limit due to requests for additional security. By utilizing the Reserve Police Officers to enhance the manpower, the quality of performance will remain much higher with many sharing the burden of coverage rather than the few being overtaxed by it. Jailers/Booking Officers - The Police Departments present booking procedure requires the arresting officer to process and book in his own prisoners. This procedure takes anywhere from thirty minutes to over an hour depending on the type of offense for which the prisoner has been arrested. On a day to day basis, this does not create a problem with our normal work fiow. However, duri ng such times as Chi lympi ad, Wurstfest, and IIAl1 Campus II parti es, the increase in arrests creates an officer shortage on the street as officers become tied-up in the booking process. Using Reserve Police Officers as booking officers and jailers during these occassions would release the police officer from the lengthy booking process, allowing him to drop his prisoners at the jail door and immediately return to the street. The Reserve Police Officer would perform the entire booking procedure, including the taking of fingerprints, mug shots, phone calls, etc. Search Parties - The Police Department is increasingly called upon to conduct searches of large areas within the City for missing children and adults and to search for stolen property and evidence in serious crimes. Presently, the supervisor in charge has no organized group to call on for manpower to conduct a proper search. The availability of the Reserve Police Officers Unit would place sixteen trained persons at his immediate disposal. Guarding Hospitalized Prisoners - Persons in the custody of the Police Department who are hospitalized require a twenty-four hour guard. This is necessary to prevent escapes, protect hospital personnel, and protect the prisoner. Utilizing on-duty patrol officers as guards creates a manpower shortage on the street. Placing a Reserve Police Officer in this position allòws the uniformed patrolman to remain on the street.
