Supplement Patrol - By placing a reserve officer with a police officer in the patrol unit, you provide the police officer with a back-up. This will result in less requests for back-up units by the officers, allowing the other police officers to remain in their districts. The presence of a second officer in the unit provides less opportunity for an arrestee to resist and provides the officer with assistance at crime scenes, prisoner custody, securing evidence, and crowd control. Reserve Police Officer Chaplains - They shall be available for counseling to officers, families of officers, victims of crimes, families of victims, and other community members based on referral by police officers. They may be called upon at any time, day or night, to assist in emergency situations requiring counseling services. They may also be called on to prepare and conduct classes or seminars at departmental squad meetings. The Police Chaplain/Reserve Officer shall be on call as needed and attend Reserve meetings monthly. The Police Chaplain/Reserve Officer shall be available for crisis intervention and write required reports on duties performed. Proposed Qualifications and Selection: Every applicant for a Reserve Police Officer shall meet the following minimum standards as prescribed by the Texas Commission on Law Enforcement Officer Standards and Education. 1. Be a citizen of the United States. 2. Be at least 18 years of age. 3. Be fingerprinted and a search made of local, state, and national fingerprint files to disclose any criminal record. 4. Not have been convicted by any state or by the federal government of driving while intoxicated or driving under the influence of dr~gs within the last 10 years, not have ever been convicted of a felony under the laws of this state, another state, or the United States, nor have ever been granted or placed on probation by a court in any case in which he was charged with a felony offense under the laws of this state, another state, or the United States. 5. Be of good moral character, as determined by a thorough background investigation. 6. Be a high school graduate, or have passed the General Education Development Test indicating high school graduation level, or have attained the equivalent to a high school education, or must have a minimum of 12 semester hours credit at an accredited college or university. 7. Be examined by a licensed physician and be declared to be physically sound and free from any defect which may adversely affect the performance of duty as a peace officer, reserve law enforcement officer, or jailer or guard of a county jail. 8. Be examined by a licensed psychologist or a licensed physician and be declared in writing by the psychologist or physician to be in satisfactory psychological and emotional health to be a peace officer, reserve law enforcement officer, or jailer or guard of a county jail.
