Possess a valid Texas Drivers license. <br /> Additional Qualifications for Reserve Police Officer Chaplains - the <br /> accepted chaplians must: <br /> 1. Must be free from any defect which may adversely affect the performance <br /> of duty as a peace officer, reserve law enforcement officer, or jailer <br /> or guard of a county jail. <br /> 2. Within one year of acceptance in the program, must complete the <br /> Basic Reserve Police Officers course as prescribed by the Texas <br /> Commission on Law Enforcement Officer Standards and Education. <br /> 3. Must have a college degree and training in theology, psychology, <br /> or related areas. <br /> 4. Must have two years experience as an ordained minister. <br /> 5. Must be a Pastor in a San Marcos church. <br /> 6. Must be available to attend crisis intervention seminars and related <br /> areas for the purpose of training. <br /> Selection - All applications for the position of Reserve Police Officer <br /> would undergo a thorough background investigation. A selection committee <br /> would be formed comprised of a police lieutenant, police sergeant, and <br /> police patrolman. Each applicant would appear before the selection <br /> committee for an oral interview. The committee would make recommendations <br /> to the Chief of Police who will make the final selection. The Reserve <br /> Police Officers Unit will not be governed by the constraints of State <br /> Civil Service Law 1269m, consequently the selection comwittee will have <br /> broad leeway in the choice of applicants to be recommended for appointment <br /> by the Chief of Police. <br /> Cost: <br /> Of obvious importance in the creation of a Reserve Police Officers Unit is <br /> the cost to the City. The Public Works Department currently has budgeted <br /> for a six month period under item 74-5110, $5,200 to be utilized in a Park <br /> Ranger position. By directing these monies to the Reserve Police Officers <br /> Unit, the Department would incur the following expenses: <br /> 1. ¿raining - San Antonio College offers a Basic Reserve Officers School <br /> (consisting of 70 hours of intense training) at a cost of $54.00 per <br /> student. Presuming all 16 persons chosen would require this training, <br /> a maximum of $864.00 would be invested in this area. It should be <br /> noted that some persons inquiring into the proposed program already <br /> hold certification and if appointed would not require this expenditure. <br /> 2. Equipment - Each reserve would have the f~llowing departmental <br /> equipment issued: two (2) shirts, one short-sleeve and one long sleeve, <br /> one pair of uniform pants, one badge, and one name tag. All other <br /> equipment which may be approved for use by the department would be <br /> provided by the reserves themselves.
