<br /> REPORT TO: Emmie Craddock, Mayor <br /> City of San Marcos <br /> SUBJECT: Emergency Medical Services <br /> Recommended Plan of Organization <br /> The appointed committee met on several occasions to study the <br /> aspects of emergency medical services for the City of San Marcos <br /> and Hays County. In its review, the committee met with representatives <br /> from the Department of Emergency Management with the Texas Department <br /> of Health, a representative with the Austin EMS, Mr. Tom Partin of <br /> the Hays Memorial Hospital EMS (HMHEMS), the San Marcos police chief, <br /> the San Marcos fire chief, and the San Marcos city manager. The <br /> committee received correspondence from the Harlingen Community Emergency <br /> Care Foundation and sent survey questionnaires to Texas EMS programs <br /> with service requirements similar to the City of San Marcos/Hays County <br /> system. <br /> Organization. Various organizational alternatives were reviewed for <br /> the City of San Marcos/Hays County EMS system, including a third service <br /> of the city (similar to the operation of the fire and police departments), <br /> operation within the fire department, continued association with the <br /> hospital, contract service, and independent tax-exempt organization. <br /> The committee recommends that a tax-exempt organization be <br /> established under the direction of an independent eight-person governing <br /> board, with the following composition: <br /> 3 members appointed by the City of San Marcos to serve <br /> two year terms <br /> 3 members appointed by Hays County to serve two year terms <br /> 1 member appointed by the Chief of the Medical Staff of <br /> Hays Memorial Hospital to serve a one year term <br /> 1 member appointed by the Administrator of ~ay? Memo.rial \ <br /> Hospital to serve a one year term \ ~\I,-\¡C\ f~b~ ) <br /> Members can be reappointed at the discrètion of the appointing/ <br /> authority <br /> The governing board shall hire an Executive Director who shall <br /> have administrative responsibility for the EMS program to include <br /> personnel matters, submitting an annual operating budget and capital <br /> budget to the board, presenting interim financial statements for board <br /> review and other duties as directed by the governing ~i~rr' <br /> The governing board shall also have authority to.1 .r¡/¡~¡physician <br /> Medical Director to provide professional direction relative to protocols, <br /> training requirements and other matters relating to the quality of <br /> service of the EMS system. <br /> Both the Executive Director and Medical Director shall serve as <br /> ex-officio members, without vote, of the governing board. <br /> The governing board should meet at least quarterly or as directed <br /> by the President of the board. <br />
