REPORT TO: Emmie Craddock, Mayor City of San Marcos SUBJECT: Emergency Medical Services Recommended Plan of Organization The appointed committee met on several occasions to study the aspects of emergency medical services for the City of San Marcos and Hays County. In its review, the committee met with representatives from the Department of Emergency Management with the Texas Department of Health, a representative with the Austin EMS, Mr. Tom Partin of the Hays Memorial Hospital EMS (HMHEMS), the San Marcos police chief, the San Marcos fire chief, and the San Marcos city manager. The committee received correspondence from the Harlingen Community Emergency Care Foundation and sent survey questionnaires to Texas EMS programs with service requirements similar to the City of San Marcos/Hays County system. Organization. Various organizational alternatives were reviewed for the City of San Marcos/Hays County EMS system, including a third service of the city (similar to the operation of the fire and police departments), operation within the fire department, continued association with the hospital, contract service, and independent tax-exempt organization. The committee recommends that a tax-exempt organization be established under the direction of an independent eight-person governing board, with the following composition: 3 members appointed by the City of San Marcos to serve two year terms 3 members appointed by Hays County to serve two year terms 1 member appointed by the Chief of the Medical Staff of Hays Memorial Hospital to serve a one year term 1 member appointed by the Administrator of ~ay? Memo.rial \ Hospital to serve a one year term \ ~\I,-\¡C\ f~b~ ) Members can be reappointed at the discrètion of the appointing/ authority The governing board shall hire an Executive Director who shall have administrative responsibility for the EMS program to include personnel matters, submitting an annual operating budget and capital budget to the board, presenting interim financial statements for board review and other duties as directed by the governing ~i~rr' The governing board shall also have authority to.1 .r¡/¡~¡physician Medical Director to provide professional direction relative to protocols, training requirements and other matters relating to the quality of service of the EMS system. Both the Executive Director and Medical Director shall serve as ex-officio members, without vote, of the governing board. The governing board should meet at least quarterly or as directed by the President of the board.
