<br /> Report of EMS Committee - Page 3 <br /> The committee recommends that the EMS governing board review the <br /> salaries and benefits of the EMS personnel to insure that they are <br /> competitive with similar systems and consistent with city and county <br /> workers. The board should also insure that adequate professional <br /> liability, directors and officers insurance, and other coverages ,are <br /> acquired to provide adequate protection to the EMS organization, the <br /> board members, and the EMS personnel. <br /> The committee recommends that the city and county continue to <br /> provide financial support for operations and capital needs, using <br /> the current formula. A budget indicating the approximate operating <br /> deficit and capital expenditure requirements should be submitted <br /> annually by the governing board of the EMS system to the City of San <br /> Marcos and Hays County for inclusion in their budgets. <br /> Location. The committee recommends that the county be asked to donate <br /> approximately 1100 square feet of the current hospital laboratory to <br /> the new EMS system, that the county remodel the facility to meet <br /> operational needs and that the county construct a cover for the <br /> ambulances for protection from climatic conditions. The value of this <br /> space is estimated to be approximately $605.00/month (based on 55t <br /> per square foot). <br /> The cost of remodeling is estimated to be between $2,000 and <br /> $3,000, which is matched by the requirement for the city to provide <br /> EMT training for additional fire department personnel. The value of <br /> the building is matched by use of fire department personnel for <br /> backu) call ($485/month), plus use of the police dispatcher ($125/ <br /> month. <br /> Dispatching. EMS should maintain two telephone lines, one for routine <br /> business and the second for emergency calls. EMS will answer both lines <br /> when available at the EMS base. The committee recommends that the <br /> police dispatcher act as backup for the EMS emergency line and that <br /> the dispatcher continue to log all emergency calls, which is the current <br /> procedure. The value of this service is approximately $125.00/month. <br /> The committee, in their review, felt that the current system <br /> provided a quality service to the residents of Hays County and the <br /> City of San Marcos. The recommendations made by the committee are <br /> not intended in any way to change the internal integrity of the current <br /> EMS system and the operating personnel that have worked to 4nsure that <br /> such a service is available. The City of San Marcos, Hays County, <br /> and the personnel of Hays Memorial Hospital and the EMS personnel are <br /> to be commended for developing and supporting this service for the <br /> community. <br />
