PROVIDING A SAVINGS CLAUSE FOR THE REPEAL OF ALL <br /> <:C (J. <br /> ORDINANCES AND APPROPRIATIONS IN CONFLICT WITH <br /> THE PROVISIONS OF THIS ORDINANCE AND DECLARING <br /> AN EMERGENCY. <br /> WHEREAS, section 8.06 of the Charter of the City of San Marcos, <br /> Texas provides that the City Council of said City shall set a time <br /> and place of public hearing on the proposed budget for the City and <br /> shall cause notice of said hearing and a summary of said budget to <br /> be published in one or more newspapers of general circulation in <br /> said City; and, <br /> WHEREAS, the City Council of said City, at its regular meeting <br /> of August 4, 1983 , set the date of said hearing and directed that <br /> said notice and budget summary be published; and, <br /> WHEREAS, said notice and budget summary' were published in at <br /> least one newspaper of general circulation in said City on August 5, <br /> 1983 , a date at least ten (lO) days prior to the date set for <br /> said public hearing on the budget for said City for the fiscal year <br /> beginning October 1,1983 and ending September 30, 1984; and, <br /> WHEREAS, said public hearing on said budget was held on August <br /> l5, 1983 , a time at which all interested persons were given an <br /> opportunity to be heard for or against any item or the amount of <br /> any item contained in said budget; and, <br /> WHEREAS, public hearings to consider proposed uses of Revenue <br /> Sharing Entitlement No. l5 Funds were held on August l, 1983 and <br /> August 15, 1983 ; and, <br /> WHEREAS, at least fourteen (l4) days have elapsed since the <br /> public hearing on said budget required by the City Charter; now, <br /> therefore, <br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> SECTION 1. That the appropriations for the fiscal year <br /> beginning October l, 1983, and ending September 30,1981, for the <br /> different administrative units and purposes of the City of San <br /> Marcos, Texas, be fixed and determined for said term in accordance <br />
